- Source Sought Notice Instructions This sources sought notice is market research to determine if there will be sufficient competition among potential small business and small business socioeconomic categories. Region 1 of the U.S. General Services Administration (GSA), Public Buildings Service (PBS) is currently seeking qualified firms who would be interested in submitting proposals for this future procurement. The following is a synopsis of the requirement: GSA's Public Building Service in Region 1 requires mechanical maintenance and/or janitorial for five (5) federally owned and operated facilities in Rhode Island and southeastern Massachusetts. Particular services include providing the management, supervision, labor, materials, equipment and supplies for the efficient, effective, economical and satisfactory operations, scheduled and unscheduled maintenance and repair of equipment and systems in multiple buildings, simultaneously, including the following: 1) Janitorial Services: a. Landscaping; b. Snow removal; and c. Solid waste removal 2) Mechanical Maintenance Operational Services: a. Fire protection and life safety systems; b. Electrical systems and equipment; c. All control systems that are within the scope of the contract; and d. Other general building maintenance-related systems (e.g. Building Automation Systems (BAS), Public Address Systems Computerized Lighting Systems, etc.); and 3) Service Request Operations (i.e. record keeping utilizing a Computerized Maintenance Management System (CMMS) or by other means as well as other administrative functions). The mechanical maintenance and/or janitorial services correspond with the North American Industry Classification System (NAICS) code 561210 which encompasses facility support services. The small business size standard is a three-year average annual gross receipt of $38.5 million. GSA would expect to make one award under a single solicitation. This is only a request for responsible, technically qualified sources in order to determine the appropriate method of procurement.
