Description
THIS PROCUREMENT IS AN UNRESTRICTED PROCUREMENT. The Norfolk District, Army Corps of Engineers has a requirement to award a construction contract for the replacement of the Defense Logistics Agency (DLA) existing fuel pier and ground vehicle fueling facility at Joint Base Langley-Eustis in Hampton, Virginia. The project includes construction of the new fuel pier and service station, demolition of the existing fuel pier and service station, and dredging for the proposed fuel pier's turning basin and berthing area. Dredged material will be placed at the Norfolk Ocean Disposal Site (NODS) for ocean disposal. The project includes the construction of a concrete fuel pier, fender piles, mooring dolphins, a ground vehicle fueling facility with above ground storage tanks, and a utility building. The combined length of the pier and dolphins would be 868 linear feet. Installation of a 10-inch carbon steel pipeline, two fuel loading arms, spill containment, and storm water management systems. Demolish existing fuel pier and ground fueling station and dredging work for a turning basin in association with the fuel pier. An estimated 45,000 cubic yards of dredged material may require removal. The area has not been dredged previously. Sediment testing has been performed and the dredge material is suitable for ocean disposal at the Norfolk Ocean Disposal Site (NODS), approximately 37 miles from the project location. This requirement includes components of Gas Pipeline installation, Systems Supplier, and Related Structures Construction and Dredging. The Contracting Officer/Source Section Authority will award a firm fixed-price contract based on the best overall (i.e., best value) proposal that is determined to be technically acceptable to the Government in accordance with LPTA evaluation procedures and has the lowest evaluated price. To be considered technically acceptable and receive consideration for award, a rating of no less than "Acceptable" must be achieved for all proposal evaluation factors, which include Factor 1 - Specialized Experience and Factor 2 - Past Performance. The Government will not award a contract to an Offeror whose proposal contains a deficiency, as defined in FAR 15.001. A site visit will be held at 0800 EST, 08 July 2016 at 633d Civil Engineer Squadron, 37 Sweeney Blvd., Langley AFB, VA 23665. Prospective contractors must be registered Vendors with https://www.fbo.gov in order to download plans and specifications. Prospective contractors MUST be registered in the DOD System for Award Management (SAM) database in order to obtain access to FedBizOpps. It is incumbent upon vendors to monitor FEDBIZOPPS for the release of the solicitation, specification, drawings, and all subsequent amendments. SAM Registration must also be ACTIVE and current to be eligible for contract award. Lack of registration in the SAM database will prevent access to FedBizOpps and will make a Bidder ineligible for award.
