Full text of relevant clauses This solicitation is being issued as a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation W912LQ-16-T-0062 is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-87, effective 06 April 2016. This procurement is being issued as a Small Business Set Aside under NAICS code 336120 with a small business size standard of 1500 employees. The basis for award is best value. Reference Federal Acquisition Regulation (FAR) Provision 52.212-2 for additional information. A. The Virginia National Guard Forestry department has a requirement to outfit a government owned Mack truck chassis with a custom configured transport body to allow quick and safe transportation of a Caterpillar D4K2 fire tractor. See attached Performance Work Statement (PWS) for additional information. B. The government's intent is to outfit the Mack truck with the haul bed/transport body for use in forestry operations; with the primary use being wildfire suppression and related functions. C. Award will be made on a best value basis. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Amount of retrofitting required to install truck bed on government owned vehicle 2. Warranty - one year minimum required 3. Proximity to Blackstone Va. Preference will be given to those manufacturing facilities within one day's travel time of Fort Pickett to eliminate/reduce travel time of government personnel for delivery and pickup of vehicle. Bids including pick-up and delivery of the government owned vehicle will be considered. 4. Past performance - Contractor shall provide names and contact information for three companies having recently purchased a truck bed used to haul primarily a bull-dozer within the past 24 months. 5. Price Technical and past performance, when combined, are more important than price. D. The following shall be submitted with the price quote. Failure to provide the information may result in the company being determined non-responsive and the quote not being considered for award. 1. FAR Provision 52.212-3, Alt I 2. Past performance information for similar types of assembly completed within the last two years. The information shall include the Organization/Client Name and Point of Contact (POC) name, phone number and email address for the individual(s) who is familiar with the work completed. E. Any reference to solicitation or offer are meant for Request for Quote (RFQ) and quote, respectively. F. FAR Provision 52.212-1 is hereby amended as follows: a. Paragraph (c), Period for acceptance of offers (quotes) is changed from 30 calendar days to 60 calendar days. b. Paragraph (f), quotes received after the time and date specified herein may be considered if determined to be in the best interest of the government. However, the government will not consider late quotes after evaluations have commenced. G. All questions shall be submitted in writing and received prior to 2:00 p.m. ET, July 13, 2016. Questions shall be sent via email to susan.e.swanson5.civ@mail.mil. Quotes are due by the time and date specified on page 1,block 8 unless otherwise changed via a written amendment to the solicitation. PERFORMANCE WORK STATEMENT The contractor shall provide all labor, personnel, equipment, tools, parts, transportation and management to furnish and install a transport body configured to haul a Caterpillar D4K2 fire tractor safety and efficiently on a Mack chassis. Specifications for both the fire tractor and the truck are attached for reference. Minimum specifications of the transport bed include: • The color coat application shall consist of no less than two applications of acrylic urethane color (black). Underbody coating must be provided on all parts wherever required. • 4" thick headboard for Operator protection with cab controlled work lights and safety beacons • "D" rings of securing equipment strategically placed to ensure no movement of heavy equipment during transportation • 24" wide twin electric/hydraulic dovetails with inboard lights • Angular tread gripping on dovetails and body to work with fire dozer tracks • ¼" treadplate steel floor • Underbody mounted 48" wide tool boxes on left and right side • Bed outlined with reflective conspicuity tape • Flexible rubber mud flaps provided on both sides behind the rear wheels • All wiring installed and secured out of the way of typical use All work shall conform to all applicable Federal and Motor Vehicle Safety Standards and all equipment shall conform to Title 46.2, Chapter 10, of the Code of Virginia. Contractor is responsible for testing the operation of the bed/body to ensure full functionality. A minimum of two Virginia Army National Guard personnel shall be trained on the operation, use and maintenance of the system. Technical manuals associated with the installation and maintenance of the system, which shall include the quality control measures and frequencies shall be provided to the government. The contract shall provide a commercial warranty that covers all components and installation for a minimum of one (1) year. The contractor shall be responsible for security of all government-owned material and equipment provided to him under this contract. The contractor may be held liable for negligent damage to or loss of the government-owned vehicle entrusted to the contractor's care. Damage to the government property or loss of government property resulting from the activities of the contractor, his agents, or employees shall be reported to the contracting officer within the hour of the incident. The contractor may be responsible for repair or replacement of damaged government property at no additional cost to the government. The Virginia Army National Guard will deliver and pick-up the vehicle at the contractor's place of business. Upon receipt, the Government will verify that all components and pieces are present and in operational order prior to acceptance. Upon acceptance by the government for services rendered and prior to final payment being made, the contractor shall provide warranty and equipment manuals for all items purchased and installed. Delivery shall be within 120 calendar days of contract award. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance during each government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
