- The U.S. Government is seeking sources who are able to supply Soldier Dismounted Multiband Handheld Radios, C2 Transportable Operations Center, and Land Mobile Radios (LMR) with P25 Interface Application for Foreign Military Sales (FMS) Country of Tanzania. Sources provided equipment must be fully, Interoperable, Interchangeable and Compatible with Communications-Electronics Equipment and Radios within East and West Africa utilizing CITADEL encryption standards on the Backbone and individual Radios:   Interoperable, Interchangeable and Compatible are defined as: Interoperable - Required communications equipment must be capable of operating with Radios within East and West Africa utilizing CITADEL encryption standards on the Backbone and individual Radios. Interchangeable - Required Radios must share the same size and form factor, and work with all the same antennas and accessories that are in operation in the East and West African coalition partners. Compatible - Required Radios must be capable of operating with equipment in the system without conflict or the need for special modification or conversion. CITADEL encryption will not be made available to equipment vendors that do not already own proprietary rights to CITADEL. East and West African current coalition partners conduct counter terrorism operations in the region through communication equipment that receive, transmit, and relay operational communications with equipment utilizing CITADEL encryption standards. Sources must deliver the following; Soldier Dismounted Multiband Handheld Radios with all accessories and Spares with Additional Charging System C2 Transportable Tactical Operations Center (Battalion (BN) size Base) must be self-contained with transit cases 150W HF Transit Case System Consisting of; HF Manpack Radio and accessories 50W Multiband Transit Case System Consisting of; Multiband Networking Handheld Radio and accessories High Capacity line of Sight Transit Case System Consisting of; Broadband Ethernet Radio, 4.4 - 5.0 GHz and accessories C2 Transportable Tactical Operations Center Power Supplies Consisting of; Dual Power Supplies and accessories Command Center Modules consisting of: Command Center Networking Equipment Module Components, IT Security Appliance, Router with Telephony, Switch with PoE, Physical Servers, VoIP telephones, IP Video Phone, Uninterrupted Power Supplies, Printer/scanner/fax, Integrated Facilities Module Components: Trailer, Generator, Environmental Control Unit, Tent, Tables, Chairs Command Center C2 & Communications Equipment Consisting of; Rugged Laptop with Windows 7, Tactical Chat IP, Command and Control PC Land Mobile Radio (LMR) P25 Interface Application; Radio Application that gives public safety users access to the functions of their Land Mobile Radio (LMR) networks-on standard Smartphones, tablets and PCs. P-25 Full-Spectrum Mobile Radios with access to both digital APCO P25 secure and analog FM communications across VHF, UHF and 700/800 MHz bands, scanning across all bands, voice modes and encryption types at the same time. Spares Consisting of; Base Station, Mobile Radios, System Accessories Radio Spares consisting of; HF accessories, UHF accessories, High Capacity Line of Sight (HCLOS) accessories Whole Unit HF Spares Consisting of; HF Manpack Radio Whole Unit Multiband Vehicular Spares Consisting of; 50w Multiband Radio Whole Unit Multiband Vehicular Spares; Exportable Multiband Networking Radio Whole Unit Multiband Spares Consisting of; Broadband Ethernet Radio Command Centre & Integrated Facility Spares; Set of Spares for Command and Integrated Facility Modules Land Mobile Radio (LMR), P25 Interface Application Spares Consisting of; User Equipment, Console Equipment Computers Consisting of, Rugged Laptops with Windows 7 Must provide: Vehicle and Base Stations Installations/Support in Country (2 weeks in Country/ 2 techs) OCONUS Training in Country Consisting of: Operator training on HF, UHF, ISR and BGAN (4 week) Operator Training Course In-Country Operator and Programming Training for Land Mobile Radio (LMR) P25 Interface Application (4week) Operator Training Course In-Country TOC Operation and Deployment Training (4 week) Operator Training Course In-Country Field Service Representative Based In - Country (6 months) OCONUS General Support Consisting of: OCONUS General Support 1 Field Service Rep for 3 months in country Rotational Assignment 1 Field Service Rep for 12 months in country The contractor must be able to support all technical, installation, operational, safety, interoperability, security testing and training requirements. The contractor must be able to provide all support in CONUS and OCONUS locations. The contractor company must be ISO 9001-2008 certified. Company must be registered with Central Contractor Registration (CCR). The United States Army CECOM LCMC is conducting this sources sought market survey to determine potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement.
