Description
Basic Drawing of the Cabinets PART 1 - GENERAL This is a combined synopsis/solicitation for Moveable shelving on rails or similar for the Utah National Guard (UTNG) in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation W91NSD61670103 is being issued as a Request for Quotation. This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-12. This solicitation is issued as an unrestricted procurement. The North American industry Classifications System Code (NAICS) is 493110. The cabinet installation will take place at Camp Williams UT. at 17800 So. Redwood Rd. Bluffdale, UT 84065. Description: One set of cabinets for storage. This system will be for the storage of computer equipment. The system will be of the moveable system type that can expand and contract and allow access between shelving to store and retrieve items as needed. A. This Section includes the following: 1. The Basis of design is mechanical assist high-density mobile and static storage units. The system consists of four-post units mounted on manufacturer's track-guided carriages to form a compact storage system or stationary lockers as required. System design permits access to any single aisle by manually moving units until the desired aisle is opened. The carriage/rail system provides uniform carriage movement along the total length of travel, even with unbalanced loads. 2. Award Criteria: Factors other than cost will be considered in evaluating the proposals and awarding this contract. Job requirements, sizing, efficiency in which equipment operates, capabilities and overall performance during demonstration (if demo requested) will be major considerations in determining the award. The firm fixed price award to the vendor that most completely fulfills the intended job requirements will determine which proposal offers the best advantage to the Utah Army National Guard. 3. Award Criteria: Award will be based on the best value lowest responsive, responsible proposal (most advantageous to the customer as determined by consideration of: •a. General reputation and performance capabilities of the proposer. Provide a list of a minimum of five projects in the last five years that are of equal size and scope of this project that have been performed by the proposer. •b. b. Quality of items offered •c. c. Authorized dealer/manufacturer status - factory trained installation supervisor required 1.1 PERFORMANCE REQUIREMENTS A. Design Requirements by area: If Mobile and shelving, the new material shall be from the same manufacturer to assure form, fit and functionality. The storage solutions shall meet all Utah code compliance requirements especially seismic. • Computer equipment supply storage room- The following dimensions need to be used to provide a quote for a moveable shelving system for the Utah National Guard. The overall length of the space the shelving will fit in is - 15'1 ½"" wide x 7'7 ¾" deep. A drawing of the room is not available at this time, I will amend the synopsis to show where the system shall be placed. A ¾" plywood Ramp shall be placed on the front of the system. Consists of Quantity (3) 7' 6'' long Mechanical Assist Dual Flange wheel guided Carriages. Qty (1) at 36" deep x 7'6" long Mechanical Assist carriage with in rail anti-tips, back to back 42" wide and 48" wide x 18" deep 4-Post shelving to allow for adjustability of the shelves on each side is required. Qty (2) 48" w x 18" deep sections and Qty (1) 42" wide x 18" deep sections shall have 18 gage Heavy duty shelves with 11 gage Heavy Duty shelf supports. Each of these sections shall have Qty (5) levels of storage with 3 levels at 18" centers /16.75" clear, one level at 13 ½"" center/12.25" clear, and one level at 12" center / 11.25" clear. Qty (1) 42" w x 18" deep section of shelving with Qty (8) 6" h x 18" d x 42" w 125# capacity drawers with locks that are keyed alike. Each drawer shall have an inside closure panel to protect the media from the lock rods as well as Qty (5) front to back dividers per drawer to create storage compartments. Qty (2) storage levels above the drawers with one level at 18" center/16.75" clear and the other level at 12" center / 11.25" clear. The next carriage shall be Qty (1) at 40" deep x 7'6" long Mechanical Assist carriage with in rail anti-tips, back to back 42" wide and 48" wide x 20" deep 4-Post shelving to allow for adjustability of the shelves on each side is required. Qty (2) 48" w x 20" deep sections and Qty (2) 42" wide x 20" deep sections shall have 18 gage Heavy duty shelves with 11 gage Heavy Duty shelf supports. Qty (5) levels of storage with 3 levels at 18" centers /16.75" clear, one level at 13 ½"" center/12.25" clear, and one level at 12" center / 11.25" clear. The third carriage shall be Qty (1) at 20" deep x 7'6" long Mechanical Assist carriage with a waist high security lock along with in rail anti-tips, single face 42" wide and 48" wide x 20" deep 4-Post shelving to allow for adjustability of the shelves on each side is required. Qty (1) 48" w x 20" deep section and Qty (1) 42" wide x 20" deep section shall have 18 gage Heavy duty shelves with 11 gage Heavy Duty shelf supports. Qty (5) levels of storage with 3 levels at 18" centers /16.75" clear, one level at 13 ½"" center/12.25" clear, and one level at 12" center / 11.25" clear. A Full height steel back panel between each back to back section and single face sections is required for security and asset management. The carriage uprights shall be 4-Post angle and tee design at 18" deep and 20" deep x 82.25" high one piece (Required) with a 24 gauge steel panel welded to the two posts to create a closed upright. The 4-Post uprights shall have keyhole slots on inner wall only on 1 ½" centers. The shelves shall be plain 22 gage shelves on the top level. A canopy top/dust cover shall be on all elevations. Each carriage shall have a High pressure laminate face panel with an ergonomic three spoke handle with a locking pin on each carriage. The rails shall be cold drawn structural one piece bar stock 1045 steel welded into a dual channel that accepts in rail anti-tips in both channels. The rails shall be leveled with infinite adjustable leveling screws, grouted and anchored to the sub floor to assure levelness. The floor and ramp shall be 7-ply ¾" thick B grade plywood. Particle board raised floor or steel ramp or modular floor is unacceptable. The storage are shall also include Qty (3) custom lockers with an overall dimension of 24" deep x 11' 6" long x 88" high. Consists of Qty (2) 24" deep x 48" wide x 88" high lockers with Qty (7) adjustable shelves on 1 ½" centers with a capacity of no less than 350# per shelf, A double wall diamond perforated hinged door with hasp locks, and Qty (1) 24" deep x 42" wide x 88" high lockers with Qty (7) adjustable shelves on 1 ½" centers with a capacity of no less than 350# per shelf, A double wall diamond perforated hinged door with hasp locks. The shelving total height of the computer equipment mobile storage system in this area shall not be greater than 85". The system shall provide an actual storage capacity requirement of 197'2" LFF / nominal of 205' LFF. B. Drawings: Include system layout details 1. Provide layout, dimensions, and identification of each unit Specifically include the following: a. Location, position and configuration of tracks on the system. b. Plan layouts of positions of carriages, including all required clearances. C. Installer Certificates: Signed by manufacturer certifying that installers comply with specified requirements. D. Warranty: Submit a written warranty from Manufacture of the Mechanical Assist system The entire movable compact shelving installation will be warranted against defects in material for 5 years and workmanship for a period of five years from date of acceptance by the Owner. 1. Lifetime warranty on all structural beam members of system. 2. Minimum of one preventative maintenance inspection per year during labor warranty. 1.5 Installer Certification required by manufacturer on manufacturer's letterhead at time of bid. Certifications by sales reps, dealers or distributors are unacceptable. Guaranteed maximum response time to service call of 24 hours required. A. Other mandatory requirements. Must submit proof when awarded the contract. 1. Manufacturer of mechanical assist systems must have a minimum of 25-years experience in the continuous manufacture of mobile systems. Manufacturer certification required at time of award. 2. Manufacturer must be ISO 9001 certified for a minimum of 3 years Other ISO certifications not acceptable. Or submit entire detailed manufacturers quality control program. 3. Manufacturer must submit sustainability documents to help meet LEED certification(s). 4. Vendor must provide a seismic standard that the provided systems are a basis of standard design for all high density storage systems the vendor provides.. 5. Vendor must provide a stamped approved seismic calculation from a Utah licensed structural engineer for anchorage of the systems rails to the sub floor. 1.6. PART 2 - PRODUCTS 2.1 MATERIALS A. BASIS OF DESIGN: Products are based upon Spacesaver Mechanical Assist Movable Shelving Systems, 4-Post/Case Angle and Tee shelving. Provide only products complying with all specifications and requirements of the contract documents specifications. Powder coat paint finish only. The systems are to provide storage linens and computer equipment. All specifications are mandatory. If products deviate in any way, vendor must submit, without exception, the deviation for evaluation. Failing to do so will be grounds for rejection of proposal. B. RAILS ELEVATED FLOOR AND RAMP 1. Rails shall be cold drawn structural one piece bar stock 1045 steel welded into a dual channel that accepts in rail anti-tips in both channels. All rail joints to be tongue and groove and/or overlapped and bolted. Rails shall have two leveling screws and two permanently mounted floor anchors maximum 36" on center as well as anchor plates. All rail assembles shall be fully grouted with a non-shrink hydraulic cement type grout with an 8,000 lb. psi. (562 kg/cm) strength after curing. Shimmed rails and butt joint rails are unacceptable. In rail anti-tips are required for user safety and seismic compliance. The floor and ramp where required shall be 7-ply ¾" thick B-Grade plywood and able to accept floor covering. (Floor covering is not provided)..The Floor and ramp shall also have levelers on a minimum of 14" centers in order to maintain a sure level of the installed raised floor. The use of leveling screws is to give the raised floor additional support and to provide infinite adjustability that allows the top surface of the system's finished floor material to be installed even with the top surface of the rail assembly. Shimming of the rail or floor is unacceptable, Dual/Twin Ramps or Particle board, and modular floor/ramp is unacceptable C. CARRIAGES AND STATIONARY PLATFORMS (Per area) D. GUIDANCE SYSTEM AND DRIVE SYSTEM 1. Design: Provide drive system which prevents carriage whipping, binding and excessive wheel/rail wear under normal operation. 2. Shall be Dual Flange guidance with in-rail anti-tips E. FACE PANELS- High Pressure Laminate panels with black spacer tubes. Self edged panels are only acceptable on static shelving where defined. Mobile carriages and platform panels shall have spacer tubes F. SYSTEM OPERATION 1. The system shall be of the mechanical assist type having a chain sprocket drive system. A driving system is required to provide uniform movement along the total length of the carriage even with unbalanced loads on the carriage. The system shall have a positive drive to ensure that there is no play in the drive handle and that the carriage will stop without drifting. All components of the system shall be compatible for smooth even movement along the total length of the carriage. All components of the system shall be compatible for smooth, non-jerking, even movement along the total length of the carriage. Drive system shall have a minimum gear ratio of 1 lb. of force to 4,000 lbs. of load. All bearings used in the drive mechanism shall be permanently shielded and lubricated. a. Controls shall be located at all operator end of carriage only. b. An exterior chain tensioning device is required at each control. Adjustments can be made without the need to remove the end panel. 1. Operating handles shall be three spoke type with steel spokes, approximately 17" diameter, which transmits power through a chain drive to the drive wheels. Provide operating handles only on all drive ends of carriages as noted on drawings. Each handle must be equipped with a manual safety locking pin. (Single spoke handles unacceptable.) G. SHELVING SYSTEMS - Shall be manufactured by the same manufacture of the high density system to assure form, fit and functionality. 1. FOUR POST/CASE SHELVING FOR MOBILE AND STATIONARY SHELVING Shelves : Shelves shall be 9/16" 914 mm) in height and be formed of 18 or 22 ga. cold rolled steel with flanges on all four sides where noted. Front and rear flanges shall also be turned "down" and "in". Shelves to be adjustable on 1 ½"centers vertically. Shelves to be supported front and back by two shelf supports. Height of shelf (including supports) shall be 3/4". Plain canopy tops shall be supplied on all shelving sections. Shelf Depths (all dimensions are actual): 18", 20", Four Post/Case) Shelf Widths (all dimensions are actual "clear"):,34",40",46(Four Post/Case) Note: Industry standard nominal shelf depths and widths will not satisfy specified requirements. Uprights: Formed from steel sheet to a "tee" shape for intermediate supports and formed angles for end supports. Uprights shall have keyhole slots on inner wall only on 1 ½" centers. Provide intermediate "tee" uprights between adjacent units. There shall be a 18-gauge or 24 Gauge steel panel welded to the two posts to create a closed upright where required. Shelves must accommodate loads of 50 lbs. per lineal foot of shelf with maximum deflection of L/140. Provide appropriate number of shelf reinforcements to accommodate this standard. Part 3 3.1 EXAMINATION 3.2 INSTALLATION A. Fully grout tracks. B. Permanently attach shelving units to carriages. Stabilize shelving units to comply with mobile storage unit manufacturer's written requirements. Reinforce shelving units to withstand the stress of movement where required and specified. C. Field Quality Control: Remove and replace components which are shipped, scratched, or otherwise damaged and which do not match adjoining work. Provide new matching units,installed as specified and in manner to eliminate evidence of replacement. D. Adjust: Adjust components and accessories to provide smoothly operating, visually acceptable installation. E. Cleaning: Immediately upon completion of installation, clear components and surfaces. Remove surplus materials, rubbish and debris resulting from installation upon completion of work and leave areas of installation in neat, clean condition. F. Protection: Protect system against damage during remainder of construction period. Advise Owner of additional protection needed to ensure that system will be without damage or deterioration at time of substantial completion. 3.3 INSTALLATION TOLERANCES A. Install tracks parallel and level within 3/32 inch for each length; 1/16 inch between adjacent tracks perpendicular to track direction; and 1/32 inch in 10 feet of track length. 1.4 DEMONSTRATION / CUSTOMER TRAINING Part 4 - Award 4.1 Basis for award- Low price is not the determining factor for award- The following will be Evaluated: 1. Best value solution for the customer 2. Specification compliance 3. Price 4. Past performance with the customer 5. I can be reached at 801-432-4607 Work or at 801-554-8675 Mobil Computer Shelving Dimensions The Shelving space for the classroom in which computers and computer equipment will be stored will be in an area that is 14' 9 ½ " L X 8' W X 7'H. There is an additional shelf that will be attached against the wall to two 48"w X 24"d X 84"h this additional shelf will attach to the end of these two shelves to extend the length of the shelves an additional 42"w X 24"d X 84"h. The total length of this one row will be 138" or 11' 6" the other expanding and contracting rows will all be 96" or 8' wide with the same depth and height.
