- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY The Government is currently conducting market research to gather information and identify potential sources for the requirement identified below. A solicitation is not available at this time, and requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. National Oceanic Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, in support of the National Marine Fisheries Service (NMFS), seeks potential vendors for two (2) charter vessel surveys in Northern California to collect market squid paralarvae (Doryteuthis opalescens). NOAA, Southwest Fisheries Science Center (SWFSC) is planning a third year of collaborative surveys with the California fishermen to continue sampling shallow spawning grounds which are not accessible to NOAA ships. Samples collected from these cooperative surveys will be analyzed for age and growth determination. Coupled with stable isotope and water chemistry analyses this information will be used to examine the environmental conditions of habitats utilized by the market squid population. This information will allow for the quantification of survivorship from both protected and exploited spawning grounds. Contractor at minimum have the following: • Knowledge of market squid (Doryteuthis opalescens) distribution and reproductive biology off California. • Ability to locate and sample paralarval squid and juveniles off the coast of southern California (northern and southern Channel Islands) and in Monterey Bay, CA. • Appropriate field sampling equipment o Vessel over 42 feet; o GPS and Depth sounder; o Automatic winch to deploy nets, with at least 100 pounds capacity cable winch puller. o Crew of at least 3 and onboard scientist with sampling knowledge and experience greater than 3 years; o Bongo nets with 500 microns mesh, 0.5m diameter and 2.5m length; o Scientific sampling jars and 300 microns sieves; o Ethanol for preserving paralarval samples; o Labeling and sampling supplies necessary to collect the market squid samples and associated environmental data. • Laboratory equipment and experience: o Dissecting microscope; o Dissecting tools and equipment; o Sorting vials and graduated cylinders; o A marine biologist with at least three years of experience in sorting, measuring and quantifying zooplankton samples. o A marine biologist with prior experience in extracting statoliths from paralarvae, juvenile, and adult market squid. o A marine biologist with prior experience ageing juvenile and adult market squid.
