- Overseas Post Organizational Assessment RFQ Past Performance Questionnaire Organizational Development (OD) is one of LMS's five core missions. LMS must provide effective organizational development to overseas posts if it is to bring leadership and management principles into practice throughout the Department of State - a key objective of the LMS FY16-18 Strategic Plan. This objective is itself rooted in FSI and Department strategic documents, including FSI Forward and the Quadrennial Diplomacy and Defense Review (QDDR). To accomplish this objective, and to build OD capacity, LMS will offer a diagnostic assessment to assist Chiefs of Mission (COM, aka "Ambassadors," our most senior officials stationed overseas) with determining and prioritizing organizational issues and challenges. The target respondents will be all levels of employees at an overseas post. The responses will be anonymous and kept confidential. Though the use of this assessment will be optional, LMS will market it to COMs as highly valuable and worth the effort. The assessment will provide data that LMS will use to assess organizational effectiveness of U.S. missions abroad. An LMS-drafted report based on the assessment's findings will provide insights that allow the COM to more effectively lead and manage her/his mission as well as build a more cohesive "Mission Team" that furthers U.S. foreign policy objectives in a way that clarifies and communicates vision, strengthens relationships, and maximizes cooperation. Based on the results of the assessment, LMS organizational development experts would, at the request of the COM, conduct organizational development activities designed to address opportunities and challenges. This assessment would be one of a number of ways for leadership to learn about their organization. It is not intended to replace other surveys and questionnaires delivered by other Department bureaus and offices that focus on elements of organizational effectiveness such as morale or on tradecraft matters such as the Post Security Program Review. Rather, the assessment will holistically focus on leadership-related issues (e.g., communication; strategic planning; general leadership & management) and deal with all core elements of effective organizations.
