- This is published as a sole source announcement under the statutory authority at 10 USC 2304(c) (1), and regulatory authority at FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Army Contracting Command, Aberdeen Proving Ground, (ACC-APG),Division E-Tobyhanna, intends to negotiate and award a firm fixed-price contract on a sole source basis to Motorola Solutions, Incorporated, 7031 Columbia Gateway Drive, Columbia Maryland, 21046-2583, for an On-site Motorola Land Mobile Radio Trunked System Technologist (here after known as System Technologist) and on-call after hours maintenance services. The On-site System Technologist services shall be performed on-site at Tobyhanna Army Depot(TYAD), Tobyhanna PA 18466, for the entire Motorola ASTRO P25 Land Mobile Radio (LMR) Trunked System (here after known as the LMR System) located at Tobyhanna Army Depot. The service shall provide for an on-site Land Mobile Radio System Technologist for day-to-day routine maintenance of the system, and 24 hours, 7 days a week, 365 days (24x7x365 days) on call maintenance services. The System Technologist shall be responsible for total, end-to-end LMR System network support. TYAD requires a continuation of this current support that includes Motorola proprietary information/technology to perform administration and maintenance on the LMR System. The System Technologist shall be a United States citizen and speak and read English. The System Technologist shall be Motorola factory-authorized with all appropriate factory training with completion certificates for Motorola ASTRO P25 infrastructure and subscriber radios. The System Technologist shall have a relevant associate degree, Motorola radio/equipment certifications and a minimum of five (5) years of experience in the Telecommunications, Land Mobile Radio maintenance field, with specific experience in field support of the following: a. ASTRO 25 technology b. Project 25 technology c. Advance Encryption Standard (AES) d. Over-The-Air-Rekey (OTAR) e. Dispatch console systems f. Motorola subscriber radios g. System fleet mapping h. Server, router, and switch back i. Information Assurance practices for Land Mobile Radio Systems j. Voice recording and playback for radio systems k. R56 Grounding theory and practice l. Computer skills in all applicable databases and products The technician shall at a minimum have the following training and certifications: a. Security+ Certification b. ASTRO 25 Integrated Voice and Data System Overview Training c. ASTRO 25 Integrated Voice and Data Radio Systems Training d. ASTRO 25 Integrated Voice and Data 7.X Master Site Training e. ASTRO 25 Managing Secure Communications Training The System Technician is required to be on-site Monday-Friday 7:30 AM and 4 PM Eastern Standard Time, 40 hrs. per week. The technician shall be on call 24x7x365 days and shall respond for troubleshooting and repairs for LMR System issues. During scheduled absences a backup certified Motorola factory authorized System Technician shall be provided by the contractor. The technician shall coordinate maintenance, repair, information assurance and security actions with the TYAD LMR Manager and the Motorola Government Services Support Center, Schaumburg, IL. The following is a generalized list of tasks and activities the Onsite System Technology shall be responsible for in accordance with OEM specifications as it relates to the LMR System, to include but not limited to: LMR System Administrative Support, LMR System Configuration, Database Management and Oversight, Dispatch Services, On-Site Maintenance Support of the entire LMR System, Programming Template Management, Radio System Inventory Management, System Infrastructure Performance Reporting, System Programming, Training Government employees. The period of performance is: Base year to commence September 1, 2016 through August 31, 2017 with four (4) one year options and one six month option for extension of services. Motorola is the sole designer and developer of the Motorola ASTRO P25 LMR System and holds the proprietary rights to the embedded software codes and hardware configuration design data and hardware required to support the Motorola Astro P25 LMR System, and possesses the unique experience, knowledge and capabilities to support the Motorola LMR System located at TYAD. This pre-solicitation notice is not a request for competitive proposals. A determination by the Government not to compete this requirement is solely within the discretion of the Government. Request for Proposal W25G1V-16-R-0021 will be issued on or about July 18, 2016. The NAICS Code is 811213 and the size standard is $11.0 Million.
