- Instructions on how to provide responses to this sources sought notification. This is a SOURCES SOUGHT NOTICE issued by the Army Contracting Command - Rock Island (ACC-RI). This announcement is issued for INFORMATION AND PLANNING PURPOSES ONLY. This is NOT a SOLICITATION. This is NOT a request for proposal and is NOT to be considered as a commitment by the Government to evaluate or purchase any goods or services. The information provided in this notice is subject to change and is not binding on the Government. Responders are solely responsible for all expenses associated with responding to this Sources Sought Notice. The Government will not pay for information received in response to this notice. Information received as a result of this notice will become part of the Government's market research. It will be used to determine if sources exist that are capable of satisfying the Army's requirements, and how industry experts would approach meeting this requirement. Responders are responsible for adequately marking proprietary or competition sensitive information contained in their response. All information received marked proprietary or competition sensitive will be handled accordingly. Those who respond to this request should not anticipate feedback or responses from the Government. Responses to this Sources Sought Notice will not be returned. In accordance with (IAW) FAR 15.201(e), responses are not offers and cannot be accepted by the Government to form a binding contract. THIS NOTICE DOES NOT CONSTITUTE A COMMITMENT BY THE GOVERNMENT. This Sources Sought Notice is for a potential Global Support Service procurement for non-personal services that will assist and support U.S. ARCENT and all subordinate and/or supported commands, both CONUS and forward deployed in the following categories (this list is not all inclusive) Ammunition Item Management, Class IX Aviation Item Management, Ground & Electronic Maintenance Fleet Management, Information Assurance Management, Logistics Operations (including Distribution Management Center (DMC)/Supply and Services/Mortuary Affairs Section), Program Management, Logistics Plans Management, Maintenance and Materiel Management, Movements Administration, Operations Management and Administration, Portal Server Administration/Development, Logistics ISQL Analysis and Program Management, Class III, Security/ Plans/ Operations Management, Supply and Services Management, DODAAC Management, Orders/Operations Management, Safety and Occupational Health Administration, Class VII Retrograde/Redistribution Operations Management, and Force Management, G-5, Strategic Plans and Policy support, and G8 Financial Management support. The primary places of performance are Shaw AFB, Sumter SC, Kuwait, Qatar, Afghanistan, and Iraq with the potential for extended travel required throughout the USCENTCOM AOR. An interested party must describe its corporate experience with similar requirements and clearly articulate its ability to manage a continually evolving requirement to provide appropriately qualified personnel within the required parameters of the Performance Work Statement (PWS) for a variety of customers, period of performances, task order actions, multiple performance locations, etc. The major functional areas of the work to be performed include, but are not limited to: Administrative Specialist FM Cost Analyst Intelligence Analyst Support Lean Six Sigma (LSS) Command Security Manager GFEBS Subject Matter Expert (SME) Force Management FM Systems/Systems Accountant Operations Management Managerial Accountant Information Assurance Data Analyst/Data Manager Portal Server Administration/Development Human Resources Specialist Safety and Occupational Health Sr Strategic & Ops Log Planner Class IX-Air (Aviation) IM - DMC Operational Contract Support Planner DODAAC Coordination - DMC Petroleum, Lab & Bulk Water Analyst Ground & Electronic Maintenance Class VII Senior Manager Logistics Operations/Plans Ammunition Item Manager Logistics Plans Management Movements Administrator Logistics Operations Manager Program Manager Logistics Operations/Analyst Sr Maintenance & Material Management Senior Logistics Analyst -DMC/Supply Supply & Services Management Campaign Plan Assessment Analyst Class VII Retrograde/Redistribution Mgr Operational Readiness Assessment Analyst Class VII Senior Manager Senior Assessment Analyst Joint Exercise Logistics Planner Joint Ops Plans & Execution Systems (JOPES) Senior Strategic Planner Contracts Requirements Review Board (CRRB) Manager Logistics Operations Manager DMC/Supply/Mortuary Affairs It is anticipated that over 75 personnel will be needed to support the above labor categories. The anticipated acquisition will be for a single award, labor hour contract with firm fixed labor rates, indefinite delivery/indefinite quantity (IDIQ) contract. It is intended that the contract will include a per person firm fixed priced life support line item cost per location and per person firm fixed priced mobilization and demobilization line item costs. The anticipated period of performance is one year base period with four, one year option periods. It is anticipated there will be an ongoing requirement for these support services, and task orders will be issued as required. All interested parties capable of providing these services are encouraged to respond to this Sources Sought Notice. Responses are requested in six parts as described in the attached document.
