Description
NASA/LaRC has a requirement for Generic Interferometer for Climate Science (GICS) interferometer scan mechanism and packaged electronics. NASA/LaRC intends to purchase the items from ABB Inc. ABB, Inc. provides the only commercial off-the-shelf design interferometer mechanism that meets our compact instrument design requirements, has a 4-port design (two input ports, one thermally controlled, with two output ports for band-splitting detectors), sufficient spectral resolution, supports the use of a CsI beamsplitter, and has space flight heritage in their interferometer design. The only available commercial, off-the-shelf interferometer scan mechanism which does not require a significant optical redesign and re-testing of the 4-port FTS system developed over 4 years at LaRC, is the ABB GICS design. Incorporating this central mechanism into our existing LaRC 4-port FTS design substantially reduces cost, schedule to complete system design, and mitigates the development risk that would be incurred in producing a wholly new design for a flight interferometer. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:30 p.m. local time on 07/08/2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
