- SOLE SOURCE NOTICE - DARPA-SN-16-48 DARPA-SN-16-48 Sole Source Notice for Proportional Technologies, Inc. The Defense Advanced Research Projects Agency (DARPA), Contracts Management Office (CMO), on behalf of the Defense Sciences Office (DSO), intends to award a sole source contract to Proportional Technologies, Inc. (PTI), under the authority of 10 U.S.C. § 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This is a sole source synopsis for the acquisition of large area neutron detectors (LANDs) in support of DARPA's SIGMA program. The SIGMA program Broad Agency Announcement (BAA), DARPA-BAA-14-11, described DARPA's requirement for low cost and high performance radiation detectors with relevant form factors. PTI was selected under the BAA to develop and produce LANDs that met the specific metrics and the target price identified in the BAA. Under the expected fixed price sole source contract, PTI will be required to produce LANDs with capabilities exceeding the metrics described in the BAA including: (1) Neutron detection: Aϵ Cf > 1200 cm 2 ; Moderated 252 Cf count rate at 2 m: > 5 cps/ng; Maximum neutron count rate: 10 kcps; Gamma rejection ratio with 60 Co at 10 mR/h: 10 -8 ; (2) Intrinsic 137 Cs gamma detection efficiency: 0.35%; Maximum gamma count rate: 10 kcps; (3) Data transmission rate of 10 Hz; (4) Overall length: 102 cm; (5) Weight: 110 kg; (6) Compliance with ANSI N42.35, N42.38, N42.43 for moisture and dust protection; (7) Operating temperature range: -30 C to 55 C with humidity up to 95%; and (8) Price per unit of $5,000 at a volume of 200 units. Additionally, the PTI LANDs are expected to reliably function in typical operating environments including radio frequency fields. Further, PTI will be required to deliver LANDs at a rate of 15 units per month beginning November 1, 2016. This announcement constitutes the only synopsis for this requirement and is issued for notification purposes only. It is not a request for competitive proposals and no solicitation is currently available. Interested parties may identify their interest and capability to meet the requirements of this effort by submitting a white paper and past performance data no later than 4:00 p.m. (ET), July 21, 2016 to the Defense Advanced Research Projects Agency, Attn: Mr. Michael Mutty, Contracts Management Office (CMO), 675 N. Randolph Street, Arlington, VA 22203 or via email to michael.mutty@darpa.mil. Questions shall be submitted to the above email address. Companies interested in subcontracting opportunities should contact PTI directly. The Government will consider all information received before 4:00 p.m. (ET), July 21, 2016. Information received will be considered by the Government solely for the purpose of determining whether to conduct a competitive procurement.
