Description
Synopsis: Please note that this is NOT a request for quotes or proposals. The Government is seeking information for market research purposes only. The Department of Veterans Affairs, VISN 3, Network Contracting Office 3 (10N3NCO) is currently conducting a market survey for firms capable of providing the following service: Title: Evidence-Based Online Clinical Resource. Introduction: The Department of Veterans Affairs, Veterans Integrated Service Network 2 (VISN 2), James J. Peters (JJP) VA Medical Center, Bronx, NY requires a license subscription to an Evidence-Based Online Resources. Evidence-Based Online Resources is an electronic database decision support tool that provides clinical references with information 24/7 to directly support patient care. Additionally, it is a good source of background information and assists healthcare providers in education, Continuous Medical Education (CME), and research. Objectives: The desired goal is the site-wide provision of an electronic decision support, point of care database of clinical full text subject matter that can be made available from our JJP Digital Library page and our electronic patient record system (CPRS) to benefit JJP employees including research and clinical staff throughout the facility. Also, to provide the opportunity for staff to earn free CME while caring for their patients and clinically searching for answers within the database. Scope of Work: The requirement is to provide license subscription to a comprehensive Evidence-Based Online Resource that provides a unique point of care resource to the James J. Peters network and its CBOCs and Vet Centers to include offsite/remote and mobile access. -The vendor will provide all JJP students and staff with access to an Evidence-Based online web-based product. -Authentication will be through IP address validation on an enterprise wide basis, eliminating the need for users to enter identification, username and/or password. -Users are to have immediate access from any web-enabled computer on a network within JJP. -It is required that all authorized remote users of VPN, Citrix or Athens can have access via any VA networked computer and/or CPRS. -The product must be compatible with most standard web browsers and with Windows environment. -All site content and support of the web site must be the responsibility of the contractor. This includes tech support to JJP users' facility wide. System downtime, if any, must be minimal and VA project manager must be notified when such occurs. -Vendor must provide a single point of contact (with an alternate backup) for customer service. -Mobile access must be available via one's device with access to the library's web page or through the vendor's app for any JJP user deciding to download the app making it available on their personal or VA mobile device as well (allowing app to be downloaded up to two separate devices). -The product must provide links and be integrated with existing National Veterans Affairs databases including OvidMD* and VisualDX*. OvidMD is a clinical, evidence-based tool that combines content from MEDLINE, and Ovid journals. Quickly access current journal research, evidence-based guidelines, and eBooks with full-text links. VisualDX is an image-based differential diagnosis tool that is designed to help quickly identify dermatological diseases or conditions at the point of care. It includes more than 16,000 images of over 900 visually identifiable diseases, drug reactions, and infections. -The product must provide clinical decision support, point of care, online database of clinical topical articles, and associated graphs, tables, images, etc. that support the context of the written material. Also, it must provide a core set of clinical resources to be used by clinicians in patient care. -The database must provide patient level health articles for providers to use in discussions with their patients for patient education purposes. Additionally, this database must provide ACCME-accredited AMA PRA Category Continuous Medical Education (CME) points per topic reviewed for search(es) performed. -The product must focus on internal medicine and subspecialties including but not limited to cardiology, dermatology, sleep medicine, emergency medicine, endocrinology, rheumatology, gynecology, infectious diseases, oncology, gastroenterology, hematology, and hospital medicine. -Statistical data must be available in both automated monthly reports as well as allow for the librarians to be able to create additional reports as may be required during the month for all types of usage available (CME, onsite, mobile etc.). Availability of usage statistics at an IP level is required. -The navigation within the clinical decision support tool must be logical and easy, providing access to topics and subtopics. Topic links or indexing must retrieve electronic content of high relevance quickly that is "user friendly" with help and direction aids. -The vendor must offer training services for the product on an as-requested basis. The vendor will arrange training sessions (web-based or live) to train JJP library staff and/or healthcare providers on use of the product. Specialized training sessions may be requested for JJP library/education staff. -Product/service must be 508 compliant (http://www.section508.gov/). If product is not 508 compliant, vendor must describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant or what steps are being done to make it 508 compliant. Period of Performance: Base Year: October 1, 2016 to September 30, 2017 Option Year One: October 1, 2016 to September 30, 2017 Option Year Two: October 1, 2016 to September 30, 2017 Option Year Three: October 1, 2016 to September 30, 2017 Option Year Four: October 1, 2016 to September 30, 2017 Place of Performance: Onsite and Remote Access Department of Veterans Affairs James J. Peters VA Medical Center 130 W Kingsbridge Road Bronx NY. 10468 Contracting Personnel Security Requirements: Other than the need for IP addresses, the contractor shall not have access to the Department of Veterans Affairs' computer systems nor have any need for accessing it. Responses to this notice must be submitted in writing via email and must be received not later than Wednesday, July 13, 2016, 1:00pm EST. No telephone inquiries will be accepted. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, HUB Zone, 8(a), small business or large business). Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice should include company/individual name, a service capability statement, examples of similar facilities for which you have provided services to, proof of applicable certification. DUNS number, address, point of contact and social-economic category (ex: SBVOSB, VOSB, 8(a), HUBZone, WOSB, EDWOSB, Small Business). If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov).
