Description
A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZONE, 8A, Woman Owned Small Business, or Service Disabled Veteran Owned Small Business and you are interested in this project please respond appropriately. The proposed project is for an Indefinite Delivery Indefinite Quantity (IDIQ) Contract for Value Engineering/Value Management (VE/VM) Services for the Louisville District. The services to be performed under this contract will generally include studies and reviews based on the application of the SAVE International® (SAVE) Value Methodology, the USACE VE Standard, and other appropriate tools. The tasks will include performance of: formal VE studies/reviews, value-based program/project planning/design charrettes; risk analysis including mitigation plans; large program (versus project) level and business process review workshops, lessons learned reviews and after action reviews. The Louisville District has both a military and civil works missions therefore the typical projects include but are not limited to: vertical construction like Army Reserve Centers, Barracks, TEMF's, and horizontal construction like Dams, Levees, air field paving, etc. Contract duration is estimated at five years. NAICS is 541330. All interested Small Businesses, certified HUBZONE, 8A, Woman Owned Small Business, or Service Disabled Veteran Owned Small Business contractors should respond to this survey by email 21 July 2016 by 1:00 PM Eastern Standard Time. Responses should include : 1. Identification and verification of the company's small business status. 2. Contractor's DUNs Number(s) and CAGE Code(s). 3. A minimum of two senior certified value specialists® (CVS) defined as having at least 10 years of experience as a CVS facilitating VE workshops; one of the senior CVS's shall be a registered professional Engineer or Architect. 4. A minimum of one junior CVS defined as having at least one year but less than 10 years of experience facilitating VE workshops. 5. A third senior CVS may be substituted for the junior CVS. 6. All CVS's shall be certified by SAVE with active and current status. 7. Descriptions of Experience - Interested firms must provide no more than three (3) example projects with either greater than 95 percent completion or projects completed in the past five (5) years where the interested firm served as the Value Team Leader. Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference. References may be used to verify project size, scope, dollar value, percentages and quality of performance. Example projects must be of similar size and scope. List the project name and short description (1 paragraph) of three projects; one shall be a building, one shall be horizontal type construction, and the third can be the proposer's choice. At least one project must have been done in the last 2 years. a. Projects similar in scope to this project include : Formal VE workshops that follow the six step job plan. At least one of the submitted project VE workshops shall be 40 hours in length and none of the submitted VE workshops shall be less than 24 hours in length. b. Projects similar in size to this project include : Value Engineering/Value Management studies for Vertical construction 50,000 - 100,000 sq ft such as Army Reserve Centers, Schools, Hospitals, Barracks, Maintenance Facilities and for Value Engineering/Value Management studies for Horizontal construction such as Dams, Levees, air field paving, etc. 8. Total submittal package shall be no longer than 8 pages. Please only include a narrative of the requested information; additional information will not be reviewed. 9. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting; they must perform at least 15% of the cost of the contract, not including the cost of materials, with the firm's own employees for general Service-type procurement.
