Description
On or about 21 July 2016, the Department of Labor, Employment and Training Administration (DOL ETA) anticipates issuing a Request for Proposal (RFP) for the combined center operations of the Wilmington (WILM), DE, and Philadelphia (PHL), PA, Job Corps Centers (JCCs). The combined center operations RFP includes Outreach and Admissions (OA) and Career Transition Services (CTS). Both PHL and WILM are non-resident JCCs. On-Board Strength (OBS) consists of 128 males and 191 females at PHL, and 55 males and 98 females at WILM. The minimum annual OA service student number at PHL is 480/year; at WILM it is 489/year. The CTS annual student number for PHL is 499/year; for WILM it is 399/year. A pre-proposal conference and site visits will be scheduled. Dates and locations will be provided in the RFP, Section L.6. All interested participants in the conference and visits must email a "Notice of Intent" to attend the combined PHL-WILM pre-proposal conference and on-site visits. Email notice shall be sent to Walt Blaney (CTR) @ blaney.walter.a@dol.gov NLT COB 25 July 2016. All Requests for Clarification (RFC questions) must be received in writing as specified in the RFP, Section L.8. This RFP will be solicited under "Full and Open" competition. The resultant contract will be a Cost-Plus-Incentive-Fee (CPIF) contract for a 2-year base period of performance and (up to) three 1-year option periods, plus FAR 52.217-8 -- Option to Extend Services (if needed). Job Corps is a national residential training and employment program administered by the U.S. Department of Labor to address the multiple barriers to employment faced by disadvantaged youth throughout the United States. Job Corps was originally established by the Economic Opportunity Act of 1964; current authorization for the program is authorized under the Workforce Innovation and Opportunity Act (WIOA) of 2014. Job Corps provides comprehensive career development services to students including academic, career technical, career success and independent living skills, career readiness training, and support services. The unique combination of services provided in Job Corps is intended to prepare youth to obtain and hold gainful employment, pursue further education or training, or satisfy entrance requirements for careers in the Armed Forces.
