- 52.212-5 This notice is a Notice of Intent (NOI). The Government intends to negotiate on a sole source basis with PerkinElmer Informatics, Inc. for the purchase of ChemDraw Professional Software Licenses. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and solicitation for commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP) and FAR 6.302 Circumstances permitting other than full and open competition. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2015-88 June 16, 2016. The North American Industry Classification System (NAICS) code for this procurement is 511210, Software Publishers, with a small business size standard of $38.5 million dollars. PerkinElmer Informatics is other than small business for this code. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure on a sole source basis from PerkinElmer Informatics Inc. ChemOffice Professional for Windows; 15 seats. The professional quality molecular drawing program is to be used for presentations, electronic notebook documentation and Journal Publishing for the Tuberculosis Research Section (TRS) of the Laboratory of Clinical Infectious Diseases. PerkinElmer Informatics Inc. is the manufacturer of this software. This is a renewal to maintain continuity of licensure. Place of Performance: NIH, 9000 Rockville Pike, BLDG 33, Bethesda, MD 20892 The government intends to a firm fixed price purchase order to the responsible contractor as a result of this notice of intent will include the terms and conditions set forth herein. The award will be based on the following; price, capability to meet the requirements, delivery and the best value to the government.
