Description
NASA/MSFC has a requirement for additional engineering, science, and skills augmentation services under the current Engineering and Science Services and Skills Augmentation (ESSSA) contract through the remainder of the period of performance through phase-out activities. NASA/MSFC intends to purchase the additional services through a contract value increase to the current ESSSA contract with Jacobs Technology, Inc. (Jacobs) on a sole source basis. This will allow for continuation and stability of these services through the remainder of the contract period of performance and allow for completion of the ongoing competition activities. As the current contractor for ESSSA, Jacobs is uniquely positioned to continue providing the required engineering services through the remainder of the contract performance period. Jacobs has established business relationships with subcontractors that provide unique skills and knowledge critical to meeting SLS requirements. The use of Jacobs' existing and proven capabilities will permit the timely execution of significant tasks that are necessary for achieving SLS milestones. It is in the public interest to ensure that sufficient skilled resources are available to support MSFC's critical ED and SLS milestones. It would be prohibitively expensive to replace the current contractor capabilities at this point in performance. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Kiera Spann at kiera.spann@nasa.gov no later than 4:30 pm local time on July 21, 2016`. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
