- Background: The U.S. Government Accountability Office (GAO) is an independent, nonpartisan agency that works for Congress. Often called the "congressional watchdog," GAO investigates how the federal government spends taxpayer dollars. The head of GAO, the Comptroller General of the United States, is appointed to a 15-year term by the President. Our Mission is to support the Congress in meeting its constitutional responsibilities and to help improve the performance and ensure the accountability of the federal government for the benefit of the American people. We provide Congress with timely information that is objective, fact-based, nonpartisan, non-ideological, fair, and balanced. Our Core Values of accountability, integrity, and reliability are reflected in all of the work we do. We operate under strict professional standards of review and referencing; all facts and analyses in our work are thoroughly checked for accuracy. In addition, our audit policies are consistent with the Fundamental Auditing Principles (Level 3) of the International Standards of Supreme Audit Institutions. Our Work is done at the request of congressional committees or subcommittees or is mandated by public laws or committee reports. We also undertake research under the authority of the Comptroller General. We support congressional oversight by:  auditing agency operations to determine whether federal funds are being spent efficiently and effectively;  investigating allegations of illegal and improper activities;  reporting on how well government programs and policies are meeting their objectives;  performing policy analyses and outlining options for congressional consideration; and  issuing legal decisions and opinions, such as bid protest rulings and reports on agency rules. We advise Congress and the heads of executive agencies about ways to make government more efficient, effective, ethical, equitable and responsive. Our work leads to laws and acts that improve government operations, saving the government and taxpayers billions of dollars. GAO is consistently ranked one of Best Places to Work in the Federal Government on the Partnership for Public Service's annual list. Purpose: Sources are sought to provide full facilities operations, maintenance and related support services at the GAO HQ Building, for scheduled and unscheduled maintenance and repair of equipment and systems and janitorial and related services within the property line of the GAO HQ building at 441 G St. NW, Washington, DC 20548. The building is approximately 1.9 million square feet. The building is currently headquarters to multiple Federal agencies and strategic portfolio decisions are being made to accommodate new occupancy requirements. The purpose of this sources sought notice is to gather information regarding potential sources to provide building operations and maintenance capabilities with a focus upon operational efficiency and exceptional customer service. Requirement: This requirement may include management, supervision, labor, materials, equipment, and supplies, as well as scheduled and unscheduled maintenance and repairs of equipment and systems located in and around the building to include: • Facilities Management o Planning, procuring, coordinating, and scheduling of work o Inspection and Quality Control o Work Reception, Planning, and scheduling  CMMS Maintenance, Management and Reporting o Facilities Services Coordination o Task Order Services (reimbursable) • Building Equipment Operations and Maintenance o PM Program o Lighting o BMCS operation, maintenance, and monitoring o Honeywell EBI system (currently) o Water Treatment o Annual Inspections, Testing, and Maintenance  Electrical Equipment  Unfired Pressure Vessels  HVAC equipment  Boilers  Utilities Management • Janitorial Services • Trash Removal/Recycling • Landscaping Maintenance and Snow removal • Pest Control • Fire protection system Inspection, Maintenance, Testing, and Repair • Property Specialist operations • Daily services to coordinate, schedule, and manage office relocations o Manage, utilize Space Management Software, update daily o Support strategic and tactical space planning • Receiving, Distributing, Moving, and Laborer Services • Task Order Services o New Work Responses Interested sources are asked to provide their responses containing the following information: • Company name, • mailing address • physical address • point of contact • telephone number • fax number, • e­ mail address, • DUNS number, • NAICS code, • company business size A corporate capability statement not to exceed 15 pages that includes relevant technical experience and past performance within the past 3 years should be provided. Relevant experience is defined as possessing the experience described in the requirements section above, combined with prime contractor experience of managing a building with no less than 1.5 million square feet and operational oversight of equal or greater value. Further evidence must be provided that includes a representative sample of your contracts your firm was awarded and must include the requirements as described in this notice within the past three years. For each contract listed, include the type of contract, estimated value, contract period of performance (e.g., base and number of option periods), customer (i.e., federal agency and respective point of contact (e.g.,point of contact's name, phone number and e-mail address). A rough Order of Magnitude (ROM) pricing for one year of service with a detailed approach of how you intend to provide enhance operational efficiency and energy savings must be included.
