Description

The Naval Facilities Engineering Command Washington intends to issue a Request for Proposals (RFP) for a Design Bid Build construction, firm fixed-price, contract for the Repair DSS Office Space at Marine Corps Base, Quantico, Virignia. THIS IS NOT A REQUEST FOR PROPOSAL. The RFP will be issued under N40080-16-R-3137 and is expected to be posted to Navy Electronic Commerce Online (NECO) at https://www.neco.navy.mil/ in the end of July 2016. This RFP will be solicited utilizing a one-phase competitive procurement, negotiation procedures under FAR Part 15. Evaluation will be conducted utilizing Best Value, Lowest Price Technically Acceptable. The Government intends to award one (1) firm fixed-price contract. The North American Industry Classification System (NAICS) Code is 236220. In accordance with FAR 36.204, the construction magnitude of this project is between $5,000,000 and $10,000,000. Project Description: Work will be conducted in a secured facility at Marine Corps Base, Quantico, Virginia. The project consists of the following: Repair DSS Office Spaces: Renovate existing office space within the Russell Knox Building (RKB) to meet the functionality and usability requirements of the existing user groups. Renovations will include repair of existing 80,000 SF of office space to meet the programmatic and mission requirements of the existing user groups. Existing 8x8 workstation area cubicles will be removed. Layout of revised office space will maximize the usability of the existing space taking into account access to daylight as well as increased areas for teaming and collaboration. Existing mechanical, electrical and fire protection systems will be modified to meet the new renovated space requirements. Project will include phasing to allow for occupied construction. Improve DSS Office Spaces: Improve existing DSS office space within the Russell Knox Building (RKB) to meet the functionality and usability requirements of the existing user groups. New office space will be provided within the exiting 80,000 sf open office to meet the programmatic and mission requirements of the existing user groups. New private offices will be provided to meet the programmatic requirements to include acoustical privacy. **************************************************************************************************** The Government intends to post all notices/amendments related to this solicitation on the Navy Electronic Commerce Online (NECO) at www.neco.navy.mil and the Federal Business Opportunities at www.fbo.gov. All interested firms must be registered on the NECO or FBO web sites in order to obtain the solicitation documents and all information regarding the solicitation. Hard copies of the solicitation will not be provided. It is the responsibility of the Offeror to check the website daily for any updates/amendments. Prospective Offerors will have access to the solicitation at the FBO web site by searching for solicitation number N4008016R3137 (no hyphens). Offerors are encouraged to check the FBO web sites frequently in order to be notified of any changes to this solicitation. All Offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be considered for contract award.
