Description

Redacted Signed J&A for FA8810-16-C-0001 The contractor will perform the research and development (R&D) required to deliver a prototype algorithm to incorporate Overhead Persistent Infrared (OPIR) data into current and future weather prediction systems. The contract is the result of an unsolicited proposal, which was awarded on a sole-source basis per FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Specifically, FAR 6.302-1(a)(2)(i) states that the services may be considered to be available form only one source when a contractor provides an unsolicited research proposal that demonstrates a unique and innovative concept, which would not otherwise be available to the Government, and does not resemble the substance of a pending competitive acquisition.
