This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 40286922 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. The associated North American Industrial Classification System (NAICS) code for this procurement is 493190 with a small business size standard of $27.50M.This requirement is an [ Indian Small Business Economic Enterprises ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2016-07-25 11:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be RIVERSIDE, CA 92507 The Bureau of Indian Affairs requires the following items, Purchase Description Determined by Line Item, to the following: LI 001: ***Indian SM BUS Economic Enterprise (ISBEE) Set-Aside*** SHERMAN YARD MAINTENANCE *** Contractor shall provide all labor, tools, equipment, materials, transportation, permits, taxes, profit, overhead etc. necessary. YARD MAINTENANCE FOR 3.35 ACRES OF FEDERAL LAND ? Performed on bi-weekly basis to include landscape and regular weed abatement for 3.35 acres of federal land and the land located between the outer and inner fences and the land that surrounds the 6 warehouses, keep all weeds cut, including weeds that grow in between concrete, all bushes, shrubs and trees shall be trimmed and grass shall be kept mowed, trash and debris within the grounds and along the 2 fences shall be removed and disposed of: gopher holes and other holes shall be filled with dirt, sweep and wash all concrete slabs located on the grounds. Unit price includes equipment, material and supplies needed to perform the yard maintenance., 12, MO; LI 002: ***Indian SM BUS Economic Enterprise (ISBEE) Set-Aside*** SHERMAN WAREHOUSE MAINTENANCE *** Contractor shall provide all labor, tools, equipment, materials, transportation, permits, taxes, profit, overhead etc. necessary. WAREHOUSE MAINTENANCE FOR 6 WAREHOUSES ? Work includes sweep and wash floors, cobweb clean-up, wash windows and keep free of debris, dispose of all trash and debris, seal holes in/outside of warehouses, maintain all rollup doors and entry doors and make certain they are secure and in safe working condition. Keep locks and door knobs oiled. Ensure all lights and electrical are in working condition.Following are the sizes of the six (6) warehouse buildings: Building # 1 - 1,029 Sq. Ft. Building # 2 - 900 Sq. Ft. Building #3 - 2,160 Sq. Ft. Building #4 - 960 Sq. Ft. Building #5 - 2,640 Sq. Ft. and Building #6 - 480 Sq. Ft., 12, MO; LI 003: ***Indian SM BUS Economic Enterprise (ISBEE) Set-Aside*** SHERMAN YARD PEST CONTROL *** Contractor shall provide all labor, tools, equipment, materials, transportation, permits, taxes, profit, overhead etc. necessary. PEST CONTROL ? Perform on a monthly basis for 6 warehouses and 3.35 acres of federal land. To include the area between the two fences for treatment of rats, field mice, spiders, black widows, gophers and other rodents and insects in and around the 6 warehouses and surrounding grounds.Following are the sizes of the six (6) warehouse buildings: Building # 1 - 1,029 Sq. Ft. Building # 2 - 900 Sq. Ft. Building #3 - 2,160 Sq. Ft. Building #4 - 960 Sq. Ft. Building #5 - 2,640 Sq. Ft. and Building #6 - 480 Sq. Ft., 12, MO; LI 004: ***Indian SM BUS Economic Enterprise (ISBEE) Set-Aside*** SHERMAN YARD FENCE/GATE MAINTENANCE/REPAIR *** Contractor shall provide all labor, tools, equipment, materials, transportation, permits, taxes, profit, overhead etc. necessary. FENCE REPAIR AND GATE MAINTENANCE ? As needed. Perform on an as needed basis the fence surrounding the facility, 3.35 acres of federal land. Vandals usually cut holes in the fence to gain access to the yard to commit vandalism. Work includes gate maintenance to prevent rust and easy access into the yard. Clean up and haul away all debris., 20, HRS; LI 005: ***Indian SM BUS Economic Enterprise (ISBEE) Set-Aside*** SHERMAN YARD GENERAL LABOR *** Contractor shall provide all labor, tools, equipment, materials, transportation, permits, taxes, profit, overhead etc. necessary. GENERAL LABOR SERVICES: As needed. Assemble/Disassemble office furniture/equipment. Transport supplies and equipment from office to warehouse and from warehouse to office. Rearrange office furniture and equipment as needed. Hang shelves, pictures and other items on wall. Service includes mileage and mode of transportation (trailer/truck)., 160, HRS; LI 006: ***Indian SM BUS Economic Enterprise (ISBEE) Set-Aside*** SHERMAN YARD GRAFFITI *** Contractor shall provide all labor, tools, equipment, materials, transportation, permits, taxes, profit, overhead etc. necessary. GRAFFITI CLEAN-UP ? As needed. Perform on an as needed basis for 6 warehouses. Clean-up graffiti and paint when needed. Paint must match to the existing color of warehouses. Clean up and haul away all debris., 6, HRS; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Bureau of Indian Affairs intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Bureau of Indian Affairs is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. This acquisition is being solicited under 1452.280-1, Notice of Indian Economic Enterprise Set-Aside (July 2013) and 48 CFR Parts 1401, 1452, and 1480. The resultant contract will be awarded as a Firm Fixed Price contract as defined in FAR 16.202. The Period of Performance (POP) shall be for 1 year from the date of award. Payment requests must be submitted electronically through the U. S. Department of the Treasury?s Invoice Processing Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: 1. Attach Hardcopy Invoice. The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment.
