- This is a notice of intent to sole source. The Centers for Disease Control and Prevention (CDC) 2920 Brandywine Road, Atlanta, GA 30341 intents to sole source; in accordance with FAR Part 6.302-1and 41 USC 253 (c) (1) for a Pilot Study at an Overseas Panel Site in Vietnam for U.S-Bound Immigrants for Latent Tuberculosis Infection Testing and Voluntary 3HP Treatment. The CDC intent is to sole source the following requirement to University of California, San Francisco, 1855 Folsom Street, Suite 425, San Francisco, CA 94103-4249 The North American Industry Classification System code is 541690. The objective of this pilot study is to assess the feasibility and acceptability of adding LTBI testing and voluntary 3HP treatment to U.S-bound immigrants as a requirement at refugees panel sites. This will involve the implementation of the pilot study at the Cho Ray Visa Medical Department in Vietnam to assess the feasibility and acceptability of providing LTBI testing and voluntary 3HP treatment to U.S-bound immigrants including assisting with pre-study preparation and logistics such as reviewing the protocol, obtaining necessary local ethical approvals, procuring ample supplies of LTBI screening materials, obtaining local approvals for the use of the 3HP treatment drugs and its procurement, the hiring of study staff, translation of patient consent, education and interviewing materials, ensuring that data collection forms are completed, and data. The University of California, San Francisco (UCSF) is currently a TB Trials Consortium (TBTC) member focused on conducting programmatically relevant clinical, laboratory and epidemiologic research concerning the diagnosis, clinical management, and prevention of tuberculosis infection and disease. It is the only TBTC member working and affiliated with a TB study site in Vietnam, and has an established working relationship with the Vietnam National TB Program, including local approval to conduct TB research in Vietnam, and has existing public health collaboration with the California Department of Public Health. As the only TBTC member affiliated with a TB study site in Vietnam, UCSF has not only the infrastructure and method of operations to conduct TB research work in Vietnam, but also has a critical understanding of the laws, rules, and regulations in Vietnam that scientific research might be subject to and thus is fully set-up to obtain local IRB approvals and local approvals for the use of the 3HP treatment drugs. An award to any other source would result in unacceptable delays in fulling the agency's needs. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet the requirements may give written notification to the Contract Specialist on or before 5:00 pm EST on July 22th, 2016. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. All vendors/prospective contractors must be registered in the System for Award Management (SAM) prior to an award of a federal contract. All questions must be in writing and must be emailed to Tim Barnes at krz3@cdc.gov. Please reference CDC-2016-N-17296 on all correspondence. Responses received will be considered for future procurements. A determination by the Government not to compete the proposed procurement is solely within the discretion of the Government. If no responses are received, the CDC will proceed to sole source this requirement to University of California, San Francisco. The anticipated period of performance is from September 1, 2016 to August 31, 2018.
