Description
NOAA's NMFS, Alaska Fisheries Science Center, Auke Bay Laboratories, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Helmut Lehnert, Oberotmarshausen, Bayern, 86507, Germany under notice ABL-16207. The Alaska Fisheries Science Center (AFSC), National Marine Fisheries Service (NMFS), National Oceanic & Atmospheric Administration (NOAA), Department of Commerce (DOC) is a government agency charged with the mission of stewardship for living marine resources. The Center provides scientific and technical support to NMFS for the management, conservation, and wise use of the Alaska region's marine and anadromous resources. The AFSC also conducts research to describe coral and sponge habitat in Alaskan waters and to assess the effects of fishing activities on that habitat. Part of that research involves the collection and identification of the sponge fauna so that areas of high sponge abundance and diversity can be mapped with identifications made by fisheries observers and field biologists. A field guide has recently been published that provides detailed information on more than 100 species of sponges in Alaskan waters but many species have not yet been collected and consequently have not been described. A dedicated effort to collect sponges from NMFS annual trawl surveys was initiated in 2012 and 2014 (Aleutian Islands) and 2013 (eastern Bering Sea Shelf and Gulf of Alaska) specifically to collect select sponges for taxonomic identification. Sponges from the 2012-2014 collections have already been identified. Additional collections were made during were made from the eastern Bering Sea Shelf survey in 2015 and are planned from the eastern Bering Sea Slope survey in 2016. This work will examine sponge specimens from the new collections and those that still require identification from the 2015 collections. The objectives of this contract are to identify sponge specimens collected during the 2015 and 2016 Bering Sea shelf and slope trawl surveys and describe select unknown demosponge taxa. The contractor shall receive technical guidance from the COR in order to meet established laboratory standards in providing the following services. 1. Examine samples from 23 demosponge specimens using light microscopy and scanning electron microscopy if necessary. Provide identifications for the samples. 2. For 4 undescribed species (selected by the Principal Investigator), provide a general description of the gross morphology, a detailed description of the skeleton and spicules, a general discussion of geographical distribution, a comprehensive comparison of relevant morphological and habitat characteristics with congeners from the region, and a literature review. The species descriptions including detailed images of diagnostic features will be submitted to a peer-reviewed scientific journal for publication. 3. Submit type material (specimens) to an appropriate institution for proper archiving and registration. Unique qualifications: Helmut Lehnert is the only known expert in the field of marine spohe identification who provides these commercial services. Determination Statement that the anticipated cost to the Government will be fair and reasonable: Price is anticipated to be close to previous year's awards. Efforts and Market Research: Efforts failed to identify any additional skilled professionals with competencies and experience necessary. Award for this requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 13. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested person may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is the Government's belief that the only source that can provide this service. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements within 15 days of this Notice of intent posting. In order to protect proprietary information and prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed item. No known potential alternate sources exist which could satisfy these requirement
