- J&A Statutory Authority: FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. The United States Coast Guard (USCG) intends to award a sole source contract to AT&T/Alascom, 505 E. Bluff Drive, Anchorage, AK 99501-1108, for five years to obtain Very High Frequency - Frequency Modulation (VHF-FM) Rescue 21 (R21) Alaska Maintenance Services for Angoon, Cold Bay, St Paul, Manley, and Ripinski, Alaska. This contract will provide planned and emergency maintenance and site support services for remote communication services 24 hours a day, 7 days a week. The USCG is required to maintain VHF R21 Alaska remote communication site capabilities within the region for the critical mission of the agency. These services will maintain operational availability with minimal system down time. R21 Alaska is critical for emergency services in locating and saving mariners in distress and must maintain as near 100 percent availability as possible. To ensure R21 Alaska systems operation without interruption, interested concerns must travel to AT&T ALASCOM owned remote sites where USCG R21 Alaska communication equipment is located and provide yearly preventive maintenance. There is also travel required to these sites to perform emergency maintenance in the event of equipment casualties. The VHF R21 Alaska communication systems and radio equipment are located on AT&T ALASCOM facilities on their towers, which is on property that the USCG leases. An interruption in service will cause the USCG not to able to receive maritime distress calls in these coverage areas nor will the USCG have the ability to transmit or receive VHF transmissions. This Sources Sought Notice is issued solely to determine whether there are any other sources that could meet the Coast Guard's technical and service requirements for R21 Alaska Maintenance Services. The Coast Guard is not aware of any other companies that have remote communication service sites in the regions covered by Angoon, Cold Bay, St Paul, Manley, and Ripinski. Companies that have the capability to deliver planned and emergency maintenance and site support services for R21 Alaska sites at Angoon, Cold Bay, St Paul, Manley, and Ripinski by October 1, 2016, must submit a capability statement detailing how they would provide R21 Alaska maintenance and how it would maintain operational availability with minimal system down time. R21 Alaska is critical for emergency services in locating and saving mariners in distress and must maintain as near 100 percent availability as possible. The capability statement shall also include the company's Dun and Bradstreet number, a discussion of any previous experience similar to this requirement, and a point of contact in the event the Coast Guard requires additional information. This notice does not constitute a Request for Proposal (RFP), or a promise to issue an RFP in the future. Proposals submitted based on this notice will not be accepted. Capability statements received prior to the closing date and time will be considered solely for the purpose of determining whether a competitive procurement is possible.
