- PURPOSE: This combined synopsis/solicitation is for the Service Life Extension (SLEP) for up to twelve (12) U.S. Navy Yard Patrol (YP) 676 Class craft. This effort will include but is not limited to dry docking/hauling each vessel to inspect, evaluate, and perform repairs to each wooden hull, removal and overhaul of main engines and generators, replacement of galley equipment, and inspection/repair of auxiliary systems. No more than two (2) craft will be taken out of service at one time to undergo the repair/overhaul. The craft are currently located at the U.S. Naval Academy in Annapolis, MD. The Government will be responsible for delivery of the craft from their current location at the U.S. Naval Academy, Annapolis MD, to the contractor's facility. The Contractor will be responsible for delivery of the completed craft to the U. S. Naval Academy, Annapolis, MD. The Contractor's facility shall be within 150 mile radius of the United States Naval Academy. The YP SLEP boats will be procured utilizing a competitive small business set aside in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. DESCRIPTION & MISSION PROFILE: Yard Patrol (YP) craft provide realistic, at-sea training in navigation and seamanship for midshipmen at the U.S. Naval Academy in Annapolis, MD. The primary mission of the YPs is to provide the midshipmen professional training course with practical training afloat on a robust platform to conduct professional development in a safe shipboard environment equipped with systems essential to modern seamanship and navigation. Such training is designed to develop within midshipmen the abilities of an Officer-of the Deck, a proficiency in navigation, and a working knowledge of afloat operations. General Characteristics, YP 676 Class Propulsion: 12V-71N Detroit diesel engines, 2 propellers, horsepower rating 437 shaft horsepower @ 2,100 RPM. Length: Overall: 108 feet (32.9 meters); Waterline Length: 102 feet (31.1 meters). Beam: 24 feet (7.3 meters). Draft: 8 feet (1.9 meters). Speed: 12 knots (19.6 km/hr). Range: 1800 nautical miles (3300 km). Crew: Officers: 2 Enlisted: 4; Safe Capacity: 50 people. Potential sources should have or be able to obtain a Master Ship Repair Agreement (MSRA) and/or Agreement for Boat Repair (ABR) or demonstrate organization and facilities equivalent to that set forth in CNRMCINST4280.1 prior to contract award. Additionally, the Contractor will be required to provide documentation identifying and confirming that they either own or have access to a Navy certified dock or a commercially certified drydock, or either own or have access to a Navy certified or commercially certified lift or railway system prior to contract award. The NAICS Code for the YP SLEP Procurement will be 336611 (Ship Building and Repairing).
