- This Request for Information (RFI) is for planning purposes only; this is not a request for Quotations or Proposals. No solicitation document exists and a formal solicitation may or may not be issued by the Government as a result of the responses to this RFI. The Government will not be liable for payment of any response preparation expenses. The Logistics Readiness Center (LRC), intends to solicit and award an Indefinite-Delivery Indefinite Quantity type (IDIQ) contract a potential with a potential ordering period of up to five (5) years for depot-level maintenance; technical support; supply chain management; material; provisioning, technical writing, and maintenance engineering support unique to the Small TActical Radar - Lightweight (STARLite) Synthetic Aperture Radar / Ground Moving Target Indicator (SAR/GMTI) System. NGSC is the Original Equipment Manufacturer (OEM) and the only known source that can meet the Government's requirements. NGSC is the current provider of radar engineering; hardware maintenance support; configuration management; repair parts support and procurement; and has all the STARLite radar technical knowledge to include the STARLite technical data package (TDP). The Government does not possess the TDP or rights to the TDP that completely defines the form, fit and function of the STARLite system. This notice of intent is not a request for competitive proposals. Information received in response to this RFI will be considered solely for the purpose of determining whether to conduct a competitive requirement. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. Recommended RFI Response Format All materials submitted in response to this RFI must be unclassified. Interested parties possessing the capacity to deliver services that will meet the objectives outlined above are requested to provide a White Paper in electronic format describing the approach to produce, manage and meet the performance objectives established above and should address the following items: 1) Company Name, Contact Name, Position, Telephone, E-mail, Company URL 2) Comments with regard to the feasibility achieving the stated sustainment objectives to include a sustainment program schedule that represents a low risk approach to meeting the objectives outlined above. 3) Provide an assessment of the associated risks of executing the program and respective risk mitigation approaches to include potential challenges. 4) Technical and management approach for executing the program including a detailed program execution plan and sustainment considerations. 5) A Rough Order of Magnitude price estimate for labor and facility costs. 6) Corporate capabilities ( i.e., available facilities and assets to include existing repair and testing capabilities, facilities, and total available square footage that could be dedicated to the program and quality management programs, and company profile (i.e., company type, US or non-US ownership, Cage code, DUNs number, size and status as listed in the Central Contractor Registration). 7) Past and current relevant performance information. RFI Administrative Information Submission: a. Respondents are requested to submit one electronic copy "STARLite National Maintenance Contract" in the subject line charlie.m.stinson.civ@mail.mil by the closing date for this RFI. Each email file shall be limited to 10MB and the responses shall be limited to no more than fifteen (15) pages in length.
