- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The Government intends to award a fixed price purchase order to Fisher Scientific, Hanover Park, IL. The Department of Transfusion (DTM) at the National Institutes of Health (NIH) Clinical Center (CC), Bethesda, MD has a requirement to procure the supplies listed below: The Cell Processing Section (CPS) is responsible for the manufacture of human cells and tissue based products utilized in phase I/II clinical protocols for transplantation, adoptive immunotherapy and gene therapy conducted in the Clinical Center at the NIH. Cell processing procedures are tailored to each of the 30 or more different patient-care clinical research protocols supported. Also, regarding Institute research support it: Develops biologics collection and manufacturing processes to support clinical trials Collects, manufacturers and distribute blood components for in vitro research use Collaboration in the design, planning execution and data analysis of clinical studies Collects and manufacturer specialized cellular products to support clinical trials Develops and evaluate assays for clinical application and biologics safety testing and cellular characterization. This is accomplished by using control rate freezer (CRF) for cooling and then maintaining the cells at extremely low temperatures. Per (AABB) regulatory purposes, patient related products have to be stored for at least 10 years for possible further testing. Liquid nitrogen, to date, is the worldwide method used for long term storage (freezing) of biologics for clinical applications. The Control Rate Freezers for 2J is reliably producing a consistent result and compatible with current equipment on 3T facility. The CRF Freezers meets the requirement for the electrical system and dimension designed by NIH Office of Research Facilities (ORF). The selected CRF Freezers was approved for use by NIH Division of Technical Resources (DTR) and Division of Occupational Health and Safety (DOHS) due to LN2 pipe line designs and liquid nitrogen availability at NIH. Any alternatives may cause result in a design change, the safety to use liquid nitrogen of the GMP space have to be revisited, cause delay to the project and prevent CPS from supporting NIH mission.
