Description
The Office of Acquisition and Agreement Management (OAAM), of the National Institute of Standards and Technology (NIST), on behalf of the NIST Laboratories, intends to negotiate on a sole-source basis with Ametek (Advanced Measurement Technology) under the authority of FAR Part 13.106-1(b), for a Lock-in Amplifier. As part of the NIST-NSCI SERI Technical Plan entitled, "In-Operando Characterization of Future Computing Devices" this equipment will be used to improve measurements to characterize the fundamental opto-electronic transport properties of 2D heterostructure nanoelectronics devices based on graphene and related two-dimensional materials. To investigate the novel physics of these nanoelectronic devices and their constituent materials, the longitudinal voltages, transverse voltages, and currents need to be simultaneously measured with the highest possible sensitivity and lowest possible noise in a custom, cryogen-free micro-magneto-optical superconducting magneto cryostat system. By combining this set of four lock-in amplifiers with our unique micro-magneto-optical cryostat will enable small changes in voltage (as small as 2nV) and current (as small as 2 fA) of the devices under test to be measured as a function of magnetic field, temperature, laser excitation, and spatial position with unparalleled sensitivity. The Optical Spectroscopy of Nanostructures (OSN) Project in the Engineering Physics Division at NIST, is developing the metrology that will help enable emerging nanoelectronic technologies to supplement and/or supplant conventional CMOS. The OSN requires a set of four lockins capable of low-noise, low-signal electrical characterization of novel hesterostructure devices based upon two-dimensional (2D) systems, e.g., graphene and layered transition-metal dichalcogenides, in a NIST designed and engineered cryogen-free micro-magneto-optical cryostat system. The need to make simultaneous measurements of multiple voltage and current measurements in magnetic field at the most sensitive levels necessitates a quadruple lockin measurement system consisting of four dual-phase, digital signal processing lock-in amplifiers. Ametek is the only company that provides the lock-in amplifier that is fully functional and compatible with the NIST designed system and software. NIST designed and engineered, a cryogen-free micro-magneto-optical superconducting magneto cryostat system and software written and designed to work with the Ametek Lock-in amplifier. No other software or instruments will ensure 100 percent compatibility and performance of the NIST designed system. The North American Industry Classification System (NAICS) code for this acquisition 334516, with a size standard of 1000 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by July 22, 2016 will be considered by the Government.
