- (1) Action Code : SOURCES SOUGHT This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section B are subject to change prior to the release of any solicitation. B. Background: The Army Research Laboratory (ARL) requires the capability to characterize materials, typically polymer films, using small-angle X-ray scattering (SAXS) and wide-angle X-ray scattering (WAXS), while the material is subjected to various environments. These environments include primarily elevated temperature and elevated relative humidity (RH). However, SAXS experiments in particular require the sample to be maintained in an evacuated sample chamber. Therefore, a specially designed Environmental Chamber (EC) that creates a controlled environment around the sample is required. Key characteristics that the EC shall incorporate are as follows. First, the EC ability to be operated while completely contained within the evacuated sample chamber of the ARL SAXS instrument, including when configured for WAXS measurements. This feature is required for achieving high quality data measurement with minimal background noise and reduction of primary X-ray beam intensity. The EC shall provide a minimal gap not to exceed 20 mm, between X-ray windows on either side of the sample position. Other than the sample, this gap shall be filled with humidified air, and thus be minimized to limit background noise in the measured data. The EC shall have that capability of holding up to five (5) samples for a single experiment. Salient Characteristics: • Complete housing inserted into vacuum chamber • Chamber can withstand Internal pressures from 0 to 2 atm • Kapton Windows • <20 mm between windows • Includes Custom vacuum feedthroughs for Rigaku Chamber to allow passing of gas for the chamber, liquid for the chamber walls, and wiring for the internal humidity and temperature sensor. • Holds up to five (5) samples • Allows scattering up 60 degrees (in one direction) • Uses humidity sensor from Linkam • Includes Julabo Recirculating Bath for controlling temperature of the walls and heat-transfer plate for the samples. • Shipping, Delivery, and Installation at Aberdeen Proving Ground (APG), MD 21005 C.
