- The Centers for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), intends to award a sole source contract to the University of Illinois, 310 AOB, M/C 672, 1737 West Polk Street, Chicago, IL 60612-7227 for expertise, access to data, and development of active living policy products and materials. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 611310, Colleges, Universities and Professional Schools. The period of performance for this procurement is 12 months. The University of Illinois has compiled the largest and first-of-its kind nationawide inventory and coded data set of zoning and land use codes from county and municipal jurisdictions across the United States through and NIH R01 grant. The coded data set measures the active living orientation of zoning codes from 3,914 municipal jurisdictions, 472 counties, and 2 consolidated cities located in 48 states and the District of Columbia; collectively, these jurisdictions cover ~ 73% of the U.S. population. The data compiled through primary policy research, a detailed and systematic analysis of the content of each jurisdiction's zoning and land use policies provides the only readily available data that can be used to immediately provide unparalleled insight into the active living orientation of zoning and land use codes nationwide. The University of Illinois zoning policy research is the only organization to have completed this quantity and quality of policy analysis that can be used to begin this work. Conducted internet research for organizations that complete analysis of active living zoning policies and CDC subject matter experts also reached out to consider relevant projects underway and other potential data that is available and could be used. The findings were that in order to synthesize and translate findings into products, all other vendors would first need to collect and code the active living elements of zoning codes in thousands of jurisdictions across most of the United States, an effort far beyond the time and resources available and does not meet the immediate need. The University of Illinois has already completed on ALL types of active living policies that have been passed. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the University of Illinois. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Leslie Jones via email ONLY at jxy6@cdc.gov with the solicitation number 2016-Q-65295 referenced in the subject line NO LATER THAN July 22, 2016. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
