Description
This sources sought is being issued for market research and planning purposes only. This is not a solicitation. Responses to this notice are not considered as offers and cannot be accepted by the government to form a binding contract. The Natick contracting division will not be responsible for any costs incurred by interested parties responding to this sources sought. The intent of this notice is to identify businesses, especially small business (SB) concerns, certified 8(a), HubZone, service disabled veteran owned small businesses (SDVOSB), and women-owned small business (WOMB) concerns capable of performing the requirements described below. The Natick Soldier Research, Development and Engineering Center (NSRDEC) - EB & CP Directorate, Natick, MA requires a vibration dampening study minimizing the harmful vibration effects of a CH-47 on a medical trailer's wall and floor panels. The North American Industry Classification System (NAICS) code for this effort is 325211 - Plastics Material and Resin Manufacturing, and the Small Business Administration (SBA) size standard is 1,250 employees. BACKGROUND: In remote areas and expeditionary camps, where US Army soldiers need to settle for one or two weeks at a time, there exist a need for a rapidly deployable medical facility to reduce the amount of time between injury and surgical care (aka. The "Golden Hour"). To meet this unique requirement, this project will explore designs that will allow a medical trailer to be flown into remote areas with a CH47 Chinook helicopter and then towed to its final destination by an all-terrain vehicle. This project will allow medical equipment and surgeons to be deployed or flown directly to the site in which they are needed to reduce the time required for the warfighter to receive critical surgical care, thus improving survivability and/or surgical outcomes. This mobile unit will also stay operation in flight aboard the CH47 while surgeons provide necessary treatment while in transit. In compliance with the Army's contingency basing focus, this project will aim to make the missions of expedition camps or tactical small unit bases more effective and save lives. REQUIREMENTS: Base: Conduct a vibration dampening study that will minimize the harmful vibration effects from a CH-47 on a medical trailer's composite panels. The CH-47 vibration environment is identified in AVRADCOM Technical Report 83-D-21, "Interior Noise and Vibration Measurements on Operational Military Helicopters and Comparisons with Various Ride Quality Criteria". The trailer panel for the main floor of the trailer shall mitigate the accelerations at the peak primary frequency identified for helicopter H-7. The contractor shall fabricate sample fiber reinforced plastic composite test panels for the vibration dampening study, as necessary. A final test report will summarize the findings, and provide design and manufacturing suggestions to dampen the effects of the vibration on the trailer. The contractor shall conduct a structural analysis of the floor and side wall panels. They will also conduct a finite element analysis on the medical trailer panels to confirm their structural analysis. The panels shall be fabricated using multi-side resin infusion. The panel matrix shall include fiberglass reinforcements, PET foam core, thermoset fire retardant phenolic resin, and carbon fiber if proven to be cost effective. Option 1: Incorporate vibration engineering technology into the panels to find the best solution for isolating the trailer from the CH-47 helicopter. Fabricate prototype test article panels to analyze and confirm the effectiveness of the various vibration dampening technologies. Report describing the vibration isolating technologies used, and a description of laminates and materials used for the composite test articles matrix. Option 2: Manufacture three complete sets of prototype composite medical trailer panels with the vibration dampening solutions integrated into the panels. The panels will be fabricated using multi-side resin infusion. The vibration dampened medical trailer panels matrix shall include fiberglass reinforcements, PET foam core, thermoset fire retardant phenolic resin, composite or alloy close out extrusions, and potted inserts for tie-down rings. Engineering drawings will be provided in appendix A of the SOW to show the dimension and thickness requirements of the trailer's composite panels. Deliver a CAD drawing package for the composite parts with descriptions of the laminates and materials used. RESPONSE TO THIS NOTICE: Information submissions must be received by 02:00 PM 22 JULY 2016. Responses to this notice should be e-mailed to andrea.l.albanese.civ@mail.mil. Responses are limited to five (5) pages and are requested in.PDF format. All respondents shall include all of the information listed below in their response: (a) Company name and announcement number (W911QY-16-X-XXXX) in the email subject line. (b) A positive statement of interest to submit a proposal as a prime contractor on a future solicitation, if any, for this requirement. (c) Company name and address, point of contact with phone number, DUNS number and Cage Code; (d) A summary of the vendor's technical capabilities to provide the support and services described in the Government's requirements stated above. (e) Evidence of three (3) recent experiences in work similar in type and scope to include contract numbers, project titles, dollar amounts, percent of work performed, description of work performed, and points of contact with current telephone numbers. (f) A statement regarding small business designation and status (if applicable) and provide a copy of the certificate issued by the SBA of your qualifications as a HUB Zone Small Business or 8(a) firm (if applicable), (g) Any other pertinent company documentation, such as teaming/joint-venture agreements, etc. THIS SOURCES SOUGHT SYNOPSIS IS NOT A SOLICITATION. It is a market research tool being used to determine the availability and adequacy of potential business/small business sources prior to final determination of the method of acquisition. Interested parties should indicate interest to the Contracting Officer, in writing as early as possible, but no later than 2:00PM on 22 July 2016. Only electronic submissions are acceptable. Submit electronic copies to andrea.l.albanese.civ@mail.mil. This market research is for informational and planning purposes only. The Government will not pay any costs for responses submitted. Failure to submit all information requested may result in a contractor not being considered as an interested party. All service-disabled veteran owned small businesses, certified HUB Zone small businesses, certified 8(a) small businesses, and women-owned small businesses are encouraged to respond. Upon review of industry response to this sources sought, the Government will determine whether set-aside acquisition in lieu of full and open competition is in the Government's best interest.
