Description
THIS IS NOT A REQUEST FOR PROPOSALS. THIS IS A DRAFT SIR RELEASE INCLUDING DRAFT SECTIONS B, C, and portions of SECTION J FOR THE PURPOSE TO OBTAINING COMMENTS FROM INDUSTRY. The purpose of this announcement is to provide draft documents for advanced notification to vendors and to obtain industry questions and/or comments regarding the FAA ™s Managed Print Services (MPS) requirement. *** If you are viewing this announcement on any other site, except the FAA Contracting Opportunities website, please go to https://faaco.faa.gov to view it in its entirety with attachments. A. Reference FAACO Announcement for a Market Survey, #16065, dated March 27, 2014. B. Industry participation while encouraged is strictly voluntary. Failure to provide a response will not prevent a vendor from submitting a formal response to the FAA's release of a future SIR. All interested parties are instructed to view the attachments entitled DRAFT Section B, DRAFT Section C “ Performance Work Statement (PWS), DRAFT Section J Attachment 001 - MPS Locations, and DRAFT Section J Attachment 002 - CDRLs. Interested parties may submit questions and/or comments regarding the draft documents. All questions and comments should be submitted via the attached Question/Comment Matrix. The responses provided will be reviewed by the FAA as it prepares for release of the Final SIR. The FAA currently anticipates issuing the Final SIR package on or about the last week of August 2016. In addition to submitting questions and/or comments regarding the draft SIR documents, interested parties are also requested to provide responses to the following questions to advise the FAA of industry recommendations and/or current practices with respect to each question: 1.After reviewing Attachment 001, is it in the best interest of the FAA to include those facilities marked Extra-Small (only 1-5 clients) in the MPS solution? 2.The FAA will be upgrading our fax capabilities to FoIP (Fax over Internet Protocol) at many FAA facilities during the course of the MPS contract. Is there a cost savings to not having the FoIP capability turned on for all MPS devices? What is the estimated cost for having FoIP capability turned on/added to implemented devices? 3.Can you integrate FAA owned MFD devices into the MPS solution? Examples of current FAA owned MFD devices are: Lexmark X792dtfe, Lexmark X860de, Lexmark X862dte4, Lexmark X864dte4, Lexmark X925de4, and Lexmark X954dhe. What are the minimum specifications for integration consideration? 4.What recommendations do you have for addressing the need for technical refresh of devices throughout the period of performance, and in a manner that will serve the best interests of the FAA? 5.What suggestions do you have for measuring customer satisfaction with the MPS support delivered to the FAA? 6.The FAA is standing up a new Program Management Office (PMO) to work alongside the MPS vendor. Do you have any recommendations as to how the FAA should implement the PMO to ensure a successful MPS program on both sides? 7.The FAA maintains a central helpdesk, currently titled the MyIT helpdesk. How does the MPS industry handle interfacing with their customer ™s helpdesk to ensure visibility, communication of status, and timely resolution of issues? NOTE: The FAA is not under obligation to release a full list of questions/comments as part of this Draft SIR. Further, the FAA has no obligation to incorporate changes suggested by industry as a result of this Draft SIR. C. This public announcement is issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System Policy § 3.2.1.2.1. Interested parties are advised that: - This is not a Final Screening Information Request (SIR) or Request for Proposals; - The FAA is not seeking or accepting unsolicited proposals; - The FAA will not pay for any information received or costs incurred in preparing responses; and - Any costs associated with the response submittals are solely at the interested parties ™ expense. D. Description of the Required Services: This procurement is for MPS. The FAA is looking for an MPS solution to support the agency ™s compliance to Executive Order (E.O.) 13693, Planning for Federal Sustainability in the next decade. Additionally, the FAA created National Policy N 1720.37, FAA Print Management, dated November 6, 2015. The FAA expects the MPS Contractor to provide full-lifecycle management of FAA printer, copier, scanner, and fax capabilities across all CONUS and OCONUS administrative network locations (in accordance with DRAFT Section J, Attachment 001) using a base plus click type model. FAA expects this model to include all start-up/implementation effort, operational effort, assessment effort, provisioning effort, all sustainment effort, all required accessories, and all usage as part of the base plus click solution and all requirements defined in Section 3.0 of the Draft PWS. FAA desires to minimize risks with the base plus click model and as such, FAA seeks for the MPS Contractor to offer solutions which include a combination base plus click usage on a monthly basis. The FAA expects the MPS Contractor to provide price breaks for higher agency wide utilization. It is expected the MPS Contractor will determine the best combination of base plus click to be competitive with the information provided in the Draft PWS. E. Responses to this announcement should be submitted via the Question/Comment matrix sent via electronic mail (e-mail) to Karin Weinert, karin.weinert@faa.gov and Nancy Ballay, nancy.ballay@faa.gov by 3:00 P.M. on July 26, 2016. This Draft SIR is not intended to guarantee procurement of a product and/or service and shall not be construed as a commitment by the Government to enter into a contract. This is not a Final Screening Information Request (SIR) or Request for Proposal (RFP). No solicitation exists; therefore do not request a copy of the solicitation. If a solicitation is issued, it will be synopsized on the FAA's Contract Opportunities (FAACO) web page. It is the potential Offeror's responsibility to monitor this site for the release of any solicitation.
