- Pursuant to the authority of FAR 6.302-1, the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (HHS), Program Support Center (PSC), Acquisition Management Services (AMS) intends to sole source to: Truven Health Analytics 100 Phoenix Drive Ann Arbor, MI 48108 The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) intends to sole source to Truven Health Analytics to purchase Market-Scan insurance claims to research the cost, value, and quality of health care. This is authorized under the agencies' mission in the Healthcare Research and Quality Act of 1999, Part A Sec 901 (b) (1) (D). The Market-Scan Commercial and Medicare Databases will be delivered in a standard SAS format. The data will be delivered on a USB drive. Also included with the database will be data quality reports, the Market-Scan Commercial Claims and Encounters Database User's Guide and Data Dictionary, PROC contents (layouts), and media information. In addition, the authorized researchers at the agency will have access to on-line versions of the documentation, white papers, bibliographies, and related information. The contractor will provide up to a total of eight hours of technical support for the database during the performance of the contract. MarketScan claims data for 20 billion claims for 350 payers across the country is propriety data that only Truven collects, licenses, and sells. There is no other large national data set sold on the market that has 20 billion private sector medical claims for that many payers for a panel of years 2005 to present, according to technical assistants to the Assistant Secretary of Planning and Evaluation (ASPE). The agency needs such a large privately-insured insurance claims database to address important policy issues on the transacted prices and quality of episodes of care tracked over time. This data set is also required to address requests from Congress. There is no other source for such a comprehensive national commercial claims data. Moreover, other than MarketScan, there is no other claims data set on the market with plan benefit data (such as copay structure, formulary structure, etc.), coordination of benefits data for Medicare enrollees among employers, deductibles discernable from copays, FIPS county linkages, MSA market linkages, in and out of network indicators, and paid as network variables. This is not a solicitation for a competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same supplies/services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the government.
