- 52.212-5 This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation document will not be issued. Submit offers on RFQ-RML-C-1800887. This solicitation is a request for quotes (RFQ).The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-88_6-15-16 as of (07-15-16). The associated North American Industry Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1000 employees. This is not a total small business set aside. The National Institute of Allergy and Infectious Diseases (NIAID), Rocky Mountain Laboratories, is seeking to purchase a GE Healthcare Inc. brand, or equal, AKTAprime plus chromatography system. This is a brand name or equal request for quotes. All interested companies shall provide quotations for the following: Quantity 1 AKTAprime plus chromatography system (catalog number 29002356) with PrimeView software include: Product # 11001313 Qty 1 AKTAprime plus with Gradient Pump, Motorized 8-port buffer selection value, motorized injection value, monitor, (UV, Conductivity, optional pH), fraction collector. Product # 28994961 Qty 1 PrimeView v5.31 software and manual; or equal system. To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must meet the following criteria for the salient characteristics: a) 50ml/min pump system b) Capable of gradient mixing from two inlet channels c) 1MPa pressure max d) Single wavelength 280nm detection e) Multi-step purification f) The system, columns, tubing & connectors must work with the Prime's 0.75mm tubing g) Footprint of no more than 16" width x 21" height x 18" depth h) Voltage 100-120/220-240 VAC i) Power consumption no more than 90 VA For each equal product, the offeror must include a description reflecting the characteristics and level of quality that will satisfy the salient characteristics of the equal product(s) specified above. The offeror also must clearly identify the item by brand name (if any) and make/model number. Finally, the offeror must include descriptive literature, such as illustrations, or drawings. Place of Performance: Rocky Mountain Laboratories, 903 South 4th Street, Hamilton, MT 59840, United States NIAID will evaluate all quotes to determine the best value to the government. NIAID will make a Best Value Determination based on the capability of each offeror's quote to meet the technical specifications, past performance, providing the proposed products/service in a timely manner, and reasonable price. Technical specifications include: salient characteristics, and warranty. The Government's objective is to obtain the highest technical quality considered necessary to achieve the project objectives, with a realistic and reasonable cost. Technical, delivery and past performance non-price factors are considered equal and are more important than price. In the event quotes are evaluated as technically equal in quality, price or cost will become a major consideration in selecting the successful Offeror. PROVISIONS AND CLAUSES The government intends to award a firm, fixed price purchase order as a result of this solicitation that will included the terms and conditions set forth herein. This is a brand name or equal, open-market combined synopsis/solicitation for GE Healthcare Inc. brand chromatography system as defined herein. The government intends to award a fixed-price purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein.
