- Performance Work Statement Schedule of Rates _US Dollars Invoicing Instructions Solicitation USTRANSCOM Acquisition Directorate issues this Request for Proposals (RFP) for Stevedoring and Related Terminal Services (S&RTS) in the Kanagawa Prefecture & Port of Nagoya, Japan. Awardee shall provide qualified labor, gear, equipment and materials consistent with best commercial practices to perform S&RTS at designated seaport(s) and airport(s). The general scope of S&RTS services includes, Vessel/Aircraft Loading, Vessel/Aircraft Discharging, Receipt of Cargo, Disposition of Cargo, Stuffing/Unstuffing of Cargo, Intra-Terminal Transfer of Cargo, Inland Transportation/Onward Movement of Cargo, Management Expertise, Customs Brokering and Washrack Services. The applicable North American Industrial Classification System (NAICS) code is 488320. The Government anticipates issuing an Indefinite Delivery Indefinite Quantity (IDIQ) contract with base period of performance from 01 February 2017 through 31 January 2018 and four (4) one-year option periods, for a possible five year contract. In addition, FAR clause 52.217-8, Option to Extend Services, is included, possibly extending the period of performance an additional six (6) months. Award will be made on the basis of a Lowest Price Technically Acceptable source selection in accordance with FAR 15.101-2. All responsible sources may submit a proposal by the due date specified in the solicitation. No hardcopies of this solicitation will be issued. The solicitation, its attachments and any amendments, shall be posted in its entirety at this website.
