- Description
- The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) Wallops Flight Facility (WFF) intends to issue an 18 month "bridge" contract on a noncompetitive basis to LJT & Associates, Inc. (LJT) in accordance with 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "only one or a limited number of responsible sources and no other types of supplies or services will satisfy agency requirements." An award to LJT will provide uninterrupted services to the Wallops Research Range (WRR) for deployment (launch) and/or support of operational and test carrier vehicles including rockets, aircraft, Expendable Launch Vehicles (ELVs), satellites, balloons, Unmanned Aerial Systems (UASs) and other services needed between the current LJT contract extension expiring September 30, 2016, and a follow-on Range Operations Contract (ROC) to be awarded no later than February 2018. The contract will have a maximum ordering value of $67.5M on a Cost Plus Fixed-Fee (CPFF) Indefinite Delivery/Indefinite Quantity (IDIQ) task order contract with an effective ordering period of 18 months with LJT to provide the WRR operations and maintenance; support services; training; command, control, communications, information and computer systems services; testing, modifying and installing communications and electronic systems at launch facilities, launch control centers and test facilities; and range technology development engineering services. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00 p.m., Eastern Standard Time, on July 25, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
