- Command Naval Air Force US Pacific Fleet intends to secure from a single source, The proposed contract is solicited as unrestricted. PR-2202 B1 is a Nickel-filled, electrically conductive, polythioether-based sealant containing calcium chromate for corrosion protection and EMI/RFI shielding. The sealant is used where dissimilar metal meet to prevent Galvanic corrosion. The patented sealant has a cure time of one hour in high humidity at temperatures between 33 degrees Fahrenheit to 50 degrees Fahrenheit. To be negotiated on a sole source basis with PPG Aerospace per FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals prior to offer due date, which will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this action based upon responses received to this notice is solely within the discretion of the Government. The commercial solicitation will be issued on or about 12 Jul 2016 with a closing date of 11 Aug 2016. This requirement is to be solicited using commercial, simplified acquisition procedures in accordance with FAR Parts 12 and 13.5 utilizing Low Price Technically Acceptable evaluation factors resulting in award of a Firm-Fixed Price, supply type contract. It is anticipated that this will be an indefinite delivery and indefinite quantity (IDIQ) contract for a base year plus four option years. The place of delivery is Oak Harbor, WA. F.O.B. Destination. Required delivery 30-days after first task order is issued post contract award. This solicitation and any subsequent amendments will be posted to the NECO website: https://www.neco.navy.mil. Complete specifications to be included in the solicitation. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents. Prospective offerors should register themselves on the NECO website. No telephone or FAX requests will be accepted, and no hard-copy solicitation/amendment will be mailed or Faxed. All responsible sources may submit a bid, proposal or quotation, which shall be considered by FISCPS.
