Description

The Department of Veterans Affairs Medical Center, Wilkes-Barre, PA has a requirement for project 693-12-119, Upgrade Plumbing Phase 2. Upgrade Plumbing Phase 1 replaced chases throughout the Wilkes-Barre Veterans Affairs Medical Center (VAMC). Phase 2 replaces the horizontal distribution system. The Phase 2 scope of work includes replacing horizontal water distribution/returns on all floors of buildings 1,27,17,11,12,14,21 and the Ambulatory Care addition, new primary water filtration system, new secondary water filtration at point of use as required by hospital function, demolition of old water risers, renovate penthouse tank, upgrade controls systems for penthouse tank and shutoff/isolation valves at appropriate locations. This requirement is a Invitation for Bid and is 100% set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). Additionally, this acquisition will be conducted in accordance with FAR 14, Sealed Bidding. The magnitude of this VA construction project is estimated to be between $2,000,000 and $5,000,000. Period of Performance will be approximately 600 calendar days after issuance of Notice to Proceed. All work on this project must be accomplished between 7:00 AM and 4:00 PM Monday through Friday. Set-Aside Information: The firm must be small business under relevant North American Industrial Classification Standard (NAICS) code and the must be registered and current in the following websites: www.ccr.gov and www.vetbiz.gov. Offerors must ensure registrations in these websites are not expired and are correct, current and valid. The NAICS code for this project is 238220 - Plumbing, Heating and Air-Conditioning Contractors. Small Business Size Standard is $15M. A pre-proposal conference and site visit will be held within two weeks after issuance of the solicitation. The exact date/time/location of the conference will be specified in the solicitation. The solicitation documents will be posted at the Federal Business Opportunities website (http://www.fbo.gov) on or about July 22nd, 2016. Interested contractors will search for solicitation VA244-16-B-1352 to access solicitation documents and any amendments. OFFERORS ARE ADVISED TO CHECK THE WEBSITE FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS. By submission of an offer, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management, (SAM), database prior to award. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the Internet at. https://www.sam.gov/portal/public/SAM/ Ensure your registration is correct, current and has not expired. In accordance with FAR 36.606 no construction contract may be awarded to the Architect and Engineering team that designed the project. To be considered for award all prospective contractors must be in compliance with VAAR 819.7003 and be verified for eligbility in the VIP database at www.vetbiz.gov, on the date and time bids are due.
