Description
GENERAL: This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Those questions will only be answered via an amendment to the solicitation once it is issued. The Veterans Benefits Administration anticipates issuing a solicitation for the following project. PROJECT TITLE: Sealing of building 47 building envelope. PROJECT SCOPE: The project will ensure deterrence of any potential moisture intrusion and damage to building 47. Pressure wash all exterior vertical surfaces. All sealant intersections EIFS to EIFS and EIFS to cast stone will be removed of pliable sealant and backer rod, cleaned and then new backer rod and pliable sealant is replaced. All exterior surfaces of the cast stone panels shall be sealed with a waterproofing silicone. All other EIFS and concrete columns/walls will be painted with an exterior grade paint color matched to building 46's existing color and sealed with a waterproof sealer. Membrane roof will be prepped and cleaned to manufacturer's specifications to retain the integrity of the roof. PLACE OF PERFORMANCE: St. Petersburg VA Regional Office, 9500 Bay Pines BLVD., St. Petersburg Florida. The solicitation number is VA101V-16-R-0323. Specific instructions on submitting offers will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or about 21 July 2016, with offers due at least 30 days later. The entire solicitation package, including all attachments, will be available electronically at www.fbo.gov. Paper copies of this solicitation will not be made available. ESTIMATED MAGNITUDE OF CONSTRUCTION: In accordance with Veterans Administration Acquisition Regulations (VAAR) 836.204, the project magnitude is estimated to be between $100,000 and $250,000. PROCUREMENT TYPE: The Government anticipates negotiating and awarding a single firm-fixed price contract to meet this requirement. The Government will determine the best value by utilizing the Lowest Price Technically Acceptable (LPTA) source selection process in accordance with the procedures outlined in FAR Part 15. SET-ASIDE: This acquisition has been set-aside for Total Service Disable Veteran Owned Small Business concerns. Offers received from concerns that are not Total Service Disable Veteran Owned Small Business concerns will be considered nonresponsive and shall be rejected. NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND SMALL BUSINESS SIZE STANDARD: The NAICS code for this project is 238190 with a small business size standard of $15 MIL. PROJECT COMPLETION DATE: The project timeline is expected to be approximately 90 calendar days following the issuance of the notice-to-proceed. SITE VISIT: It is anticipated that a Site Visit will be held. Specific details regarding the site visit will be provided in the solicitation. SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a DUNS number and an active registration in SAM, System for Award Management (www.sam.gov) in order to conduct business with the Federal Government.
