- Synopsis: The U.S. Army Corps of Engineers, Japan District (POJ) is providing a PRE-SOLICITATION Notice for an upcoming Design-Bid-Build (D-B-B) Construction Project titled: C130J Flight Simulator Facility, Yokota Air Base, Japan. This announcement is NOT the solicitation but rather the notification for an upcoming solicitation as required by Federal Acquisition Regular (FAR) 36.213-2. Project Information: The purpose of this FY17 project includes construction of a compliant C-130J Flight Simulator facility on Yokota Air Base in Japan utilizing conventional design and construction methods to accommodate the mission of the facility. The facility should be compatible with applicable DoD, Air Force, and Base design standards. Local materials and construction techniques shall be used where cost effective. Facilities will be designed as permanent construction IAW DoD Unified Criteria (UFC1-200-01 and UFC1-200-02). This project will comply with DoD antiterrorism/force protection requirements per UFC4-010-01. The facility is approximately 1116 square meter (12006 square feet) containing simulator bay to house C130J simulator provided by a different entity; pavements at 101 SM (1087 SF); building height is 15m (49 feet); and approximately 548m (1798 feet) from the centerline of runway. Project site is located at the southwest side of Yokota Air Base, Fussa, Tokyo. Functional areas include pilot briefing rooms, administrative areas, classroom, equipment and maintenance rooms, communications room, mechanical and electrical utility rooms, elevator and office space for simulator operations. Parking for facility is based on full time occupancy of 20 personnel; site improvements for grading and disturbed areas; sanitary sewer system; drainage system; water supply system and ADA compliant accessibility, sidewalks, double drop trailer and utility maintenance access and other basic utilities. Project site is located on an empty lot and only requires demolition of existing asphalt concrete pavement, existing concrete curbs and existing sodding shall be removed. Existing AC pavement affected by construction due to provision of new utilities shall be removed and replaced. The solicitation will be issued on or about August 15, 2016, with bid opening approximately 60 calendar days after the issuance. Contract completion will be approximately 360 days after receiving Notice to Proceed. All dates are tentative. Please check the solicitation for official dates. Only local sources will be considered under this solicitation. Local sources are sources (e.g. corporations, partnerships, or Joint Ventures [For a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or, in the alternative, each member of the Joint Venture must individually satisfy the local source requirements]) that are physically located in Japan and authorized (i.e. licensed and registered) to perform in Japan, the type of construction work specific in this solicitation. Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the resulting contract. In addition, prior to award of the contracts, offerors must be registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits to perform work required under this solicitation. The U.S. Government will not offer "United States Official Contractor" status under Article XIV of the US-Japan Status of Forces Agreement (SOFA) to U.S. contractors normally resident in the United States; nor will the U.S. Government certify employees of such contractors as "Members of the Civilian Component" under Article I(b) of the SOFA. The estimated magnitude of this project is between ¥500,000,000 to ¥1,000,000,000 Japanese YEN. SOLICITATION INFORMATION: 1.
