- Synopsis: The Army Expeditionary Contracting Command-Afghanistan (ECC-A) Regional Contracting Center-Afghanistan (RCC-A) is issuing this Sources Sought synopsis as a means of conducting market research to identify potential sources/vendors who have an interest and the capability/resources to fulfill a requirement for OCONUS inpatient medical services support personnel. This need is currently being met by military members. The contract will have a base period of performance of one (1) year from 16 October 2016 to 15 October 2017 plus four (4) option periods of one year each. The base period is inclusive of a mobilization period from 16 October 2016 to 30 November 2016. The total magnitude of the anticipated project is valued between $22M and $33M. The vendor would need to commence the tasks associated with this service within 45 days of contract award (NLT 1 December 2016). The applicable North American Industry Classification System (NAICS) code assigned to this effort is 622110. The contract will be a Firm Fixed-Price type contract. THERE IS NO SOLICITATION AT THIS TIME. This request for capability and/or interest information does not constitute a request for proposal; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Tailored capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should also address the administrative and management structure of such arrangements. Please limit your relevant past performance to the past three years and include the Contract Number(s) or Customer/Company Name. 3. Briefly describe your company's history relative to similar requirements. 4. Describe your company's ability/capability to provide the qualifications of the contracted employees providing these services. The government will evaluate market information to ascertain potential market capacity to: (1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; (2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform this and similar services; (3) Hire and retain required personnel and, (4) provide services under a performance based service acquisition contract. Based on the responses to this Sources Sought Notice/market research, this requirement may be procured via Sole Source procedures or through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the listed services found in Appendix 1 are invited to submit a response to this Sources Sought Notice by 2:00 PM (EST) on July 21, 2016. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. Appendix 1: Performance Work Statement (PWS) Summary Services Required: 1. The requirements associated with this effort are for Contracted personnel to provide medical augmentation to uniformed medical capability that is being decreased due to changes in allowable Force Manning Levels (FML). The specifics of performance are as follows: a. Performance will occur at Kandahar Airfield (KAF), Afghanistan. b. The total anticipated period of performance follows: Mobilization Period: 16 October 2016 - 30 November 2016 Base Period: 01 December 2016 - 15 October 2017 Option Period 1: 16 October 2017 - 15 October 2018 Option Period 2: 16 October 2018 - 15 October 2019 Option Period 3: 16 October 2019 - 15 October 2020 Option Period 4: 16 October 2020 - 15 October 2021 c. Requirement Quantity: 20 total personnel • Radiology Technician: 3x U.S. Citizens (No Security Clearance Required) • Registered Medical Laboratory Technicians: 3x U.S. Citizens (No Security Clearance Required) • Pharmacy Technicians: 3x U.S. Citizens (No Security Clearance Required) • Physical Therapist: 1x U.S. Citizens (No Security Clearance Required) • Physical Therapy Technician: 1x U.S. Citizens (No Security Clearance Required) • Medical Administrative Director: 1x U.S. Citizens (No Security Clearance Required) • Medical Administrative Technicians: 3x U.S. Citizens (No Security Clearance Required) • Medical Logistics Supervisor: 1x U.S. Citizens (No Security Clearance Required) • Medical Logistics Technicians: 2x U.S. Citizens (No Security Clearance Required) • Medical Information Technology Specialists: 2x U.S. Citizens (Secret Clearance required to obtain access to computer networks and to obtain Administrator Rights) d. Objective: This medical services contract will provide: A Doctor of Physical Therapy to evaluate, diagnose, treat, and develop plans for the recovery of musculoskeletal injuries; Radiology Techs that will assist with plain radiographs, ultrasound procedures and perform CT scans; Laboratory Technicians that will perform hospital tests and assist with the blood management program; and, other medical administration and support professionals that will support day-to-day operations of the hospital.
