- Attachment 1 - Draft PWS for Market Research Attachment 2 - Capability Questionnaire This sources sought is to determine the capability of potential sources and the availability of commercial sources and services pursuant to FAR Part 10. The Government is seeking to identify qualified business sources under North American Industry Classification System (NAICS) 541330, Engineering Services. The small business size standard is $15 million. This notice is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to rank submittals or provide any reply to interested companies and responses will not be returned. For market research purposes only, we invite responses from large and small businesses. The Government is performing market research to determine the capability or firms to provide automated fuel handling equipment services as outlined in the attached draft Performance Work Statement (PWS). The Government encourages small business firms to provide capability to demonstrate they possess the capability to execute the requirements within this acquisition. 1. CONTRACT INFORMATION: The Huntsville Engineering and Support Center, U.S. Army Corps of Engineers (CEHNC) is seeking qualified firms that can provide a full range of services to support Automated Fuel Handling Equipment (AFHE) systems. We anticipate this being a firm fixed price, Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC). CEHNC anticipates awarding contracts for a three-year base period and two one -year option periods. The estimated program capacity shared by all awarded contracts for this effort is estimated to be $245 million. This work will primarily be performed in the Continental United States (CONUS). Services may also be required in OCONUS locations. 2. PROJECT INFORMATION: The Government's objective is to acquire the services necessary for the procurement and installation of AFHE and other automated fuel facility related systems and equipment. These services also include Preventive Maintenance (PM), Corrective Maintenance (CM), and all other activities associated with operation, maintenance, and repair of AFHE and other automated fuel facility related systems and equipment. 3. SUBMISSION REQUIREMENTS Interested firms should submit a document which furnishes information describing relevant demonstrated experience and qualifications in the following format: The submissions should be Times New Roman, font size 12 and should not exceed 20 one-sided, 8 ½" X 11" pages. The submission will include the attached capabilities questionnaire in which all questions shall be addressed. Computer files must be compatible with Microsoft Word 2007. Submit responses via email to aldrich.a.nichols@usace.army.mil and veronica.p.joyner@uasce.army.mil. Submission shall be received not later than 5:00 p.m. Central Standard Time (CST), Monday, August 10, 2016. NO HARDCOPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED. Cover letters and extraneous materials (brochures, etc.) will not be considered. Questions shall be received on or before July 26, 2016 any questions received after the July 26th date may not be answered. Personal visits for the purpose of discussing this announcement will not be scheduled. 4. Interested sources should respond by indicating their ability to meet the following criteria: (a) Generalized experience with executed Automated Fuel Handling Equipment (AFHE) or other Automated Fuel Facility Related Systems and Equipment. (b) Prior experience and past roles in executed Automated Fuel Handling Equipment (AFHE) or other Automated Fuel Facility Related Systems and Equipment. (c) Capacity to perform executed Automated Fuel Handling Equipment (AFHE) or other Automated Fuel Facility Related Systems and Equipment, understanding of executed Automated Fuel Handling Equipment (AFHE) or other Automated Fuel Facility Related Systems and Equipment requirements and experience in the execution of such work. (d) Apparent capability to fix equipment breakdown (quick fix versus root solution to issue) less down time and number of times equipment failure and days lost due to equipment failure. The submitted capability shall demonstrate and consist of the Firm's technical approach for satisfying the government's requirements. The technical capability shall clearly delineate the division of performance between the prime contractor and any subcontractor(s), if applicable. The Firm's technical approach shall include: a) Relevant Experience and Performance: The Firm shall describe its relevant experience in providing services of similar scope and complexity to the requirements by providing the following information: i. Contract number of contract of similar scope and complexity ii. Current status, e.g., completed and/or, if in progress, start and estimated completion dates iii. Duration of completed services - time taken to complete iv. Dollar value and type of contract v. Description of services provided vi. Pictures - before and after (pictures are not counted within page limit) Responses Should Contain the Following: The firm shall confine submissions to essential matters, sufficient to define the proposal and provide adequate basis for evaluation. Firms are responsible for including sufficient details, in a concise manner, to permit a complete and accurate evaluation of each proposal. Proprietary information shall be clearly marked.
