- Country of Origin spreadsheet is to be completed with price and country of manufacturer for each item requested in order to be considered for award. Solicitation for Hobbs Kitchen Equipment The New Mexico Army National Guard has a requirement for Kitchen Equipment to be delivered and installed at the Hobbs, NM National Guard Armory DIFAC. This acquisition is reserved only for Small Business concerns. All prospective offerors interested in submitting a proposal on this solicitation must be registered and current in the System for Award Management (SAM) database, in accordance with DFARS 252.204-7004. Lack of registration in SAM will make an offeror ineligible for award. The website for SAM is www.SAM.gov. A solicitation for this requirement will be available immediately on Federal Business Opportunities website. All prospective offerors are responsible for retrieving the solicitation from this website, and to frequently monitor that site for any amendments to the solicitation. All questions pertaining to the details of the solicitation itself, will be accepted up until 10am, MST, on July 19, 2016. Any questions or communication from interested vendors received after that date and time will not be reviewed or addressed. The government will award a contract resulting from the solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the government. After a contract for this requirement has been awarded, all invoicing will only be accepted through Wide Area Work Flow (https://wawf.eb.mil). Therefore, all offerors must also be registered in Wide Area Work Flow. All prospective offerors must also complete the Country of Origin spreadsheet in order to evaluate each offer in accordance with DFARS 225.105 (b). There is a USA made or qualifying country preference which sellers can research within DFARS 225.872-1.
