- REQUEST FOR INFORMATION The Defense Information Systems Agency (DISA)/Joint Systems Engineering and Integration Office (JSEIO) is seeking information from industry to assist with the development and planning of a potential new requirement. THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME. 1. Overview/Purpose/ Description of Procurement: DISA is seeking information regarding low frequency/very low frequency (LF/VLF) communications capabilities for Department of Defense (DoD) application within the next five, ten and fifteen years, i.e., near-term, mid-term, and long-term. 2. Scope of Effort: DoD has historically used the LF/VLF band for fixed, aerial, and submarine communications. Many DoD LF/VLF systems are aging or obsolete. The DoD is considering improvements to current LF/VLF capabilities such as alternate waveform modes, additional resiliency and cybersecurity protection. This RFI seeks information regarding ongoing and future developments in LF/VLF communications. Where possible, DoD seeks to leverage commercial research and development and opportunities for Government-Industry partnerships. 3. Technical Characteristics: DoD is conducting market research regarding future state-of-the-art for LF/VLF telecommunications-related technologies and system components (e.g., amplifiers, antennas, transmitters, receivers, waveform modes, terminals). This includes potential cost, size, weight and/or power reductions as well as range, speed, and life cycle supportability improvements. 4. Requested Information: The following questions are intended to help identify the projected state-of-the-art in LF/VLF communications within the next 5, 10, and 15 years (near-, mid-, and long-term). This information is intended to help DoD develop communications roadmaps to plan technology transition to support a variety of mission areas, including national command and control. 1. What LF/VLF communications services, systems, and components do you already have planned (or could provide) within the next 5 years, 10 years or 15 years? 2. What DoD implementation, such as DoD Policies, Instructions, Standards, guidance, etc. do you estimate could be met with such capabilities? 3. To what extent are similar capabilities currently used by industry? 4. Have tests been conducted? If so, what success or failures were identified and what type of risk mitigations plans have taken into account. 5. What additional terrestrial, airborne, and other infrastructure is required to employ the LF/VLF communications services and systems? 6. Describe projected advancement in components of the LF/VLF service or system (e.g., transmitters, receivers, antennas) service. Include timelines for the advancements. 7. Describe the forecasted performance improvements (size, weight, and power reduction; range, speed, waveform, and life cycle supportability; other). Outline performance trade space associated with each (i.e., size -v- power, power -v- range, complexity -v- ease of use, etc.). Include timelines for the advancements. 8. Describe ongoing or planned research and development activities. Identify opportunities for government-industry partnership in research and development. RESPONSE GUIDELINES: Interested parties are requested to respond to this RFI with a white paper. Submissions shall be single spaced, 12-point type with at least one-inch margins on 8 1/2" X 11" page size. The response should not exceed a 5 MB e-mail limit for all items associated with the RFI response. Oral communications are not permissible. FedBizOpps will be the sole repository for all information related to this RFI. Companies who wish to respond to this RFI should send responses via email no later than August 11, 2016 to claudia.g.melgar.civ@mail.mil. Responses should include: 1) Business name and address; 2) Name of company representative and their business title; 3) Type of Small Business; 4) Cage Code; INDUSTRY DISCUSSIONS: DISA representatives may choose to meet with potential offerors and hold one-on-one discussions. Such discussions would only be intended to obtain further clarification of potential capability to meet the requirements, including any development and certification risks. QUESTIONS: Questions regarding this announcement shall be submitted in writing by e-mail to claudia.g.melgar.civ@mail.mil. Verbal questions will NOT be accepted. The Government will not reimburse companies for any costs associated with the submissions of their responses. This RFI is not a Request for Proposal (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this synopsis. All information contained in the RFI is preliminary as well as subject to modification and is in no way binding on the Government. FAR clause 52.215-3, "Request for Information or Solicitation for Planning Purposes", is incorporated by reference in this RFI. The Government does not intend to pay for information received in response to this RFI. Responders to this invitation are solely responsible for all expenses associated with responding to this RFI. This RFI will be the basis for collecting information on capabilities available. This RFI is issued solely for information and planning purposes. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received in this RFI that is marked "Proprietary" will be handled accordingly. Please be advised that all submissions become Government property and will not be returned nor will receipt be confirmed. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
