Description
The National Cemetery Administration is soliciting offers for the following service at Fort Logan National Cemetery, 4400 W. Kenyon Avenue, Denver, CO 80235: The Contractor: Shall provide all labor, supervision, tools, transportation, equipment, supplies, and materials necessary or incidental to install a new sidewalk, replace the existing turfgrass stand, and replace the flagstone surface at the flagpole assembly area at Fort Logan National Cemetery, Denver, CO. The Work shall include, but shall not be limited to, all work as indicated in the contract drawings and specifications (to be realized with the Request for Quote/Proposal): 1.Sidewalk Work: Contractor shall fabricate and install a 6-foot wide reinforced concrete sidewalk, including but not limited to excavation, grading, installing piping sleeves, relocating irrigation lines, modifying sprinkler heads and restoring the site as required by drawings and specifications. 2.Turfgrass Renovation Work: Contractor shall remove and replace the cemetery turfgrass stand in the areas as designated on the contract drawings which includes, but is not limited to: killing and removing existing turfgrass, rototilling the existing topsoil, adding or removing topsoil to establish a new finish grade, installing new turfgrass sod, and establishing new turfgrass sod while preserving all existing cemetery features (lawns, paving, roads, sidewalks, and other cemetery features). 3.Replacement of Flagstone Work: Contractor shall remove and replace the flagstone and mortar base on the flagpole assembly area as designated on the contract drawings which includes, but is not limited to: removing the flagstone and base mortar; preparing and cleaning the remaining concrete surface for the installation of a new concrete overlay/topping slab. Time of Completion: The installation of the new sidewalk, removal of the existing turfgrass, re-grading of the site, the installation of the new turgrass sod, and replacement of the flagstone shall be completed within 60 calendar days after contract award. The turfgrass establishment period has an independent time of completion and shall be completed in accordance with the contract specifications. Code Compliance: All work shall be performed in accordance with National, State, and Local Codes including the International Building Code (IBC), the International Mechanical Code (IMC), the International Plumbing Code (IPC), and the National Electrical Code (NEC). Contractor Quality Control: The Job Site Superintendent will: a) review and approve submittals, b) inspect the quality of work performed, and c) certify the completed work for payment and other purposes. Submittals After Award: Provide submittals as directed by and in accordance with the contract requirements. The Magnitude of Construction: Between $100,000 and $250,000. A bid guarantee is NOT required. Payment and performance bonds may be required. Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation and any pertinent Federal and OSHA Occupational and Safety regulations. The firm date or procedures for any site visit will be subsequently addressed in the released Solicitation. The Government envisions that any interested contractor will need to directly contact either the Cemetery Director or Foreman to make arrangements. All questions before and after the site visit shall be submitted in writing to the Contract Officer (CO) at Ann.Manning@va.gov. Relevant questions may result in the formal issuance of an amendment so as to distribute relevant information to all contractors simultaneously. Bidders are urged and expected to inspect the site where work is to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. In no event shall failure to inspect the site constitute grounds for a claim after award. The Government envisions that this requirement may/will be solicited on a low price, technically acceptable basis. The NAICS Code is 238990. Size standard is $15Million.
