- This is a Sources Sought notice. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. This Sources Sought is a market research tool being utilized to determine the availability of qualified small business concerns prior to issuing a Request for Proposal. This is not a solicitation for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. All responses will be provided by an e-mail response. No presentations will be scheduled. In accordance with the Federal Acquisition Regulation 5.2, Indian Health Services is conducting a Sources Sought notice for a Design Build Construction for Rapid City Service Unit. This project is at the Rapid City Health Center, Indian Health 3200 Canyon Lake Dr., Rapid City, SD 57702. The Rapid City Service Unit (RCSU) provides health care to Indian people in Rapid City, South Dakota and the surrounding area, and is unique because it is located in an urban area and not on a reservation. The current Sioux San campus consists of 29 buildings, of which 19 are categorized as historical, and 3 structures, of which two are categorized as historical. Indian Health Service owns the land and buildings. The scope of work for the proposed project includes design, construction, furniture, equipment, information technology (IT), and audio-visual (AV) and any other related services to construct a replacement facility to support an ambulatory care facility with the addition of the following services: Audiology, Public Health Nutrition, Physical Therapy, Psychiatric Consultation and Podiatry. It is anticipated that this requirement will be procured in accordance with FAR 36.3, Two-Phase Design-Build Selection Procedures. Contract duration is estimated at 1825 days. The estimated cost range is more than $100,000,000. The North American Industry Classification System (NAICS) Code is 238220 Commercial and Intuitional Building Construction, with a Small Business Size Standard of $37.5 million. One item that the offerors need to be aware of are: 1)Notice see HHSAR 352.270-2 Indian Preference (Apr 1994) Interested small businesses are invited to respond to this sources sought by providing the below information. The written response to this notice should consist of the following items: a. Company Name. b. Company DUNS number. c. Company point of contact, mailing address, telephone and fax numbers, and website address d. Name, telephone number, and e-mail address of a company point of contact who has the authority and knowledge to clarify responses with government representative's e. Date submitted. f. Type of Company: All respondents should register on the SAM located at https://www.sam.gov/portal/SAM/#1. g. Is your firm capable of providing Design-Build Services for Hospitals for a project of this magnitude? h. If yes, provide organizational experience as a DB responsible for the design and construction of at least three similar projects, within the past ten (10) years, each of which is comparable in nature, type, and complexity to the project. Sample projects completed within the past five years are considered more relevant than projects completed more than five years ago. Sample projects with federal, state, or local Government, and/or commercial customers will be accepted. Respondents will NOT be notified individually of the results of the sources sought. Important Notice: It should be clearly understood that this Sources Sought notice is not an award or commitment by the Government. The offeror is further advised that funding may not become available. If funds are not available, no award will be made.
