- REQUEST FOR INFORMATION For E-3 Airborne Warning and Control System (AWACS) - Block 40/45 Enterprise Commercial Off The Shelf (COTS) Hardware and Software Procurement 11 July 2016 THIS IS NOT A SOLICITATION. IT IS A REQUEST FOR INFORMATION. In accordance with Federal Acquisition Regulations 15.201 (e.), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This Request for Information (RFI) should not be construed as a commitment by the Air Force to issue a solicitation or to ultimately award a contract. Neither unsolicited proposals nor any other kinds of offers will be considered in response to the RFI. This RFI is in no way binding to the Government. The Government will not reimburse participants for any expenses associated with their participation in this informational request. The information will be used to facilitate acquisition planning. The determination of an acquisition strategy, based upon the comments submitted by interested parties in response to this RFI, is solely within the discretion of the Government. No basis for claims against the Government shall arise as a result of a response to this RFI, or from the Government's use of such information in refining its acquisition strategy or in developing any subsequent policy or announcement. The Government intends to utilize the North American Industry Classification System (NAICS) Code 541614 - Process, Physical Distributions, and Logistics Consulting Services, but reserves the right to change the code based on market research and input from industry to the program office. The Government is requesting information and ideas from suppliers having experience procuring, storing, and provisioning Commercial-Off-The-Shelf (COTS) hardware and software components, to determine what the capabilities and interests are in the marketplace for providing low-cost procurement support for the AWACS Block 40/45 Full Rate Production program. BACKGROUND The Airborne Warning and Control System (AWACS) E-3 provides a highly mobile, flexible, survivable theater Battle Management (BM), Wide Area Surveillance, and Command and Control (C2) capability. It is capable of detecting, identifying, and tracking airborne and maritime targets at extended ranges as well as identifying air/ground emitters. AWACS can relay "big picture" information to C2 agencies and friendly aircraft. AWACS provides worldwide response to situations requiring immediate on-scene C2/BM using embedded real-time surveillance for employment of US and allied combat air forces. AWACS is critical to gaining and maintaining battle-space air superiority. The Block 40/45 upgrade utilizes predominantly COTS hardware and software that is installed as a weapon system aboard the E-3 airframe. This RFI pertains only to the Block 40/45 IT-Centric Mission computing and related support systems, not the E-3 airframe in its entirety. Program Objective for this Effort The Government requests respondents complete and return a capabilities statement, as described below, to assist the Government in identifying suppliers possessing the capability to provide COTS hardware and software procurement support for the AWACS Block 40/45 Enterprise. Procurement support should include at a minimum: COTS hardware ordering and storage until time of Government installation, and COTS software license ordering and management on Aircraft and Ground systems pertaining to the AWACS Block 40/45 Enterprise. COTS software license management will include tracking of license quantities across the systems, ordering of commercial licenses via lowest-priced suppliers, and projections of license expirations to avoid licensing gaps. Examples of licenses utilized include: Microsoft, Vormetric, Symantex, etc. ALL RESPONSES ARE DUE NO LATER THAN NOON, EASTERN DAYLIGHT TIME, ON 15 August 2016. CAPABILITIES STATEMENTS Interested parties shall submit a capabilities statement, with a cover letter, that is brief and concise yet clearly presents evidence that the interested party is fully capable of providing the stated requirements with sufficiently qualified personnel. Capabilities statements may contain any information that the interested party feels is relevant in demonstrating its ability to meet the Government's requirements as outlined above under Program Objectives. The Government is specifically interested in the following information: a. Describe your capabilities and experience in supply-chain management (SCM) as applicable to U.S Government customers pertaining to COTS hardware and software licenses. b. Describe your concepts for meeting a 120-day delivery timeline from receipt of government requirements, which might consist of a hardware and/or software list containing 300 or more unique products. c. Describe your approach to Configuration Management in support of software maintenance and capital equipment re-procurement requirements. Responses shall include company name, physical and mailing address, and point of contact with associated e-mail address and phone number. Firms responding to this announcement should indicate whether they are an other than small business, small business, Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), 8(a)-certified business, Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), or Historically Underutilized Business Zone Small Business (HUBZone). The Government intends to utilize the North American Industry Classification System (NAICS) Code 541614 Process, Physical Distributions, and Logistics Consulting Services, but reserves the right to change the code based on market research and input from industry to the program office. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. Respondents should also include their corresponding Dun & Bradstreet Number (DUNS Number) and Commercial and Government Entity (CAGE) Code. A CAGE code can be obtained by successfully registering in the System for Award Management (SAM) at "www.sam.gov." All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. Proprietary information will be safeguarded in accordance with applicable Government regulations. Proprietary information or trade secrets should be clearly identified. Capability statements shall be limited to a maximum of two (2) 8x11-inch pages and may be sent via e-mail to the attention of Mr. Timothy King with a subject line that reads "AWACS Block 40/45 COTS RFI." Capability statements should be sent via e-mail to timothy.king.24@us.af.mil and william.granfield@us.af.mil. Note that e-mail filters at Hanscom AFB are designed to filter e-mails without subject lines or with suspicious subject lines or attachments (i.e.,.exe or.zip files). Therefore, if this subject line is not included, or.zip or.exe files are attached, the e-mail may not get through e-mail filters at Hanscom AFB.
