- Description of ACEIT Software Bill of Materials Solicitation Number: F4FFAK6155A001 Notice Type: Sources Sought Synopsis: This is a Sources Sought Synopsis; there is no solicitation available at this time. Requests for solicitation will receive no response. This Sources Sought Synopsis is published for market research purposes only. This Sources Sought Synopsis is conducted to identify potential sources capable of meeting the requirements for distribution, maintenance, and support (DMS), to include software updates, for the license renewal of the Automated Cost Estimating Integrated Tools (ACEIT) Software Suite products from Tecolote Research Inc. to support Air Force Material Command (AFMC), Air Force Cost Analysis Agency (AFCAA), and Air Force Institute of Technology (AFIT) Air Force-wide. This requirement would entail the contractor to supply AFMC, AFCAA, and AFIT with ACEIT software licenses, software updates, technical support, and license renewal for one (1) Base Year of 12 months and two (2) to four (4) 12-month option years. The period of performance for the base year is anticipated to be 30 September 2016 - 29 September 2017, with each option period immediately following. The approximate maximum number of licenses for the Base Year and each option year are as follows: i. AFMC - multiple locations (~359) ii. AFCAA - multiple locations (~75) iii. AFIT - Wright-Patterson AFB (~15) The approximate minimum number of required licenses for the Base Year and each option year are as follows: i. AFMC - multiple locations (~329) ii. AFCAA - multiple locations (~60) iii. AFIT - Wright-Patterson AFB (~15) The Air Force currently intends to award this contract as a Sole Source Contract for the brand name Automated Cost Estimating Integrated Tools (ACEIT) Software Suite to Tecolote Research, Inc. However, should a prospective contractor demonstrate the ability to supply substantially similar software to the ACEIT Software Suite, the Air Force may compete this requirement open market. Software substitutes must be substantially similar to the capabilities of ACEIT software. Please see the attached description of ACEIT software for additional information regarding capability. In addition, all software for this requirement must be on the Air Force Evaluated Products List (Air Force EPL). The Air Force anticipates this acquisition will utilize procedures outlined in FAR Part 12-Acquisition of Commercial Items and FAR Part 15-Contracting by Negotiation. All interested parties shall submit a capabilities package. Interested contractors may also submit a 6-8 page capabilities document. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Recent, relevant experience in all areas should be provided, including whether this experience was as a prime or subprime contractor, whether it was in support of a Government or commercial contract and what the scope of the experience was. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. Interested contractors will clearly explain how they intend to meet the stated requirements. Your statement of capabilities should include the following: Company Name; Address; Point of Contact; Telephone number; E-Mail Address; CAGE Code; Web Page URL; and 8(a) business certification. Please submit one (1) electronic copy of your response to elizabeth.meyer.4@us.af.mil. Statements should be submitted no later than 11:pm p.m. EST on 25 Jul 2016. The Government will neither award a contract solely on the basis of this synopsis nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. This synopsis does not constitute a Request for Quotation, Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Government's acquisition approach. The Government reserves the right to reject in whole or part any industry input as a result of this announcement. The Government recognizes that proprietary data may be a part of this effort. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. If the Government decides to award a contract for this or related effort, a solicitation will be published and posted on the FedBizOpps website.
