Description

Special Notice - Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network (VISN) 17, Network Contracting Office 17, intends to award a firm-fixed priced Task Order to INO Therapeutics LLC for procurement of the following items and services: Line Item 0001: INO Therapy Services, inclusive of the following: INOmax (Nitric Oxide) for inhalation portable aluminum cylinders; Size 88, 1963 liters Nitric Oxide Gas, 800ppm & 100ppm Concentrations; Size D, 353 liters Nitric Oxide Gas, 800ppm & 100ppm Concentrations; Use of INOmax Deliver Device; INOcal purified calibration gases for calibrating Deliver Devices, Disposables, Adapters, Parts and Accessories; Training and In Service; 24/7 Technical and Customer Support; Test Gas Program & Monthly Check-Out Kits; Routine Preventative Maintenance and Updates for Delivery Devices; Replacement/Repair of Delivery Devices as needed; Routine scheduled pick-up and deliveries; Emergency Deliveries of INO Therapy Systems, as needed. Estimated Quantity: 800, Unit: HR, Period of Performance: 1 October 2016 thru 30 September 2017 Location: Department of Veterans Affairs South Texas Veterans Health Care System 7400 Merton Minter Blvd. San Antonio, TX 78229-4404 The proposed sole source procurement is being made by a GSA FSS pricing agreement with INO Therapeutics LLC under a VA National Acquisition Center (NAC) contract. Use of the GSA FSS NAC, SIN 65 I B - Pharmaceuticals and Drugs, is considered a mandatory procurement source for the VA. The requesting activity has submitted a Limited Sources Justification for this procurement. The requesting activity is currently utilizing the items and services described in the line item description. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice; however, any offers received may be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 5 days from the publication of this notice, an order will be issued to INO Therapeutics LLC without any further notice. The anticipated statutory authority permitting other than full and open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by FAR 8.405-6 - Limited Sources. Notice: the POC for this notice does not have a Federal Business Opportunities registration account. The POC does not have any visibility to the "Interested Vendors List" tab within the notice. Interested firms must respond directly to the POC email address listed in the notice for consideration.
