- WAGE RATES USACE - ST. Louis DISTRICT - This is a combined synopsis/solicitation for commercial service in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this requirement is W912P9-16-Q-0065 and is hereby issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-85 dated 4 January 2016. This requirement is being solicited as 100% set aside for small business concerns. The North American Industry Classification System Code (NAICS) for this acquisition is 336611 with a Small Business Size Standard of 1250 employees. The basis of award will be Firm Fixed Price. Additionally, Offerors must quote on all items to be eligible for award. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforms to the solicitation requirements. Complete specifications are issued with this combined synopsis/solicitation shown below. This requirement location is, Modoc, IL DESCRIPTION/SPECIFICATOINS/WORK STATEMENT - The contractor shall supply a push boat to facilitate repairs at Jerry F. Costello Lock and Dam located in Modoc, IL. The Corps will be using a Mastership Agreement company to perform the work. The work shall consist of the following: a. The Contractor shall provide a push boat with licensed operator on 17 July 2016. The push boat and operator shall arrive at USACE St. Louis District Service Base at time and date to be scheduled upon award. b. The Contractor push boat shall have no less than 1200 horsepower capacity. c. The Contractor shall provide all fuel, materials, parts, tools and crew to operate the push boat. 2. DESCRIPTION OF WORK. a. The work to be performed under this contract consists of pushing a tow, which consists of a barge mounted American R-230 crane, deck cargo barge, fuel barge, and various support equipment loaded on said barges. b. The Contractor and push boat shall remain with the tow for the duration of work being performed (approximately 25± days) in order to support repair and inspection operations. c. The Contractor shall conform to the General Safety Requirements of the Corps of Engineers, Safety and Health Requirements Manual, 30 November 2014, EM 385-1-1. 5.
