- Description
- Update to include the following questions have been received from interested vendors, as well as the Governments answers. (11 July 2016) Q1: Can you explain or describe how this program meshes with the USAF program for SDBII integration on F-18? A1: The only ties between the USAF and the Navy for integration is that we use the same JPO (different teams) and that procurement of SDB-II units will be on the same contract. The USAF is not involved in the Navy's JMM BRU integration efforts. Q2: While the government indicates that there is no commitment for subsequent RFPs, is there a timeframe for when this may go to an RFP? A2: There is no planned date for release of an RFP. Q3: Will there be an industry participation event to support this endeavor? A3: There is no planned industry events for this program. The program is already executing under other sole source contracts with Boeing, due to Boeings subject matter expertise and proprietary data reduction and analysis capabilities. Much of the engineering capability that Boeing provides have been developed over the last 20 years of integration and test on the F/A-18E/F aircraft. Any most cases, Boeing owns the data required for store to aircraft aeromechanical integration analysis. Q4: Will you please provide insight into the rationale for this request? Raytheon Company is currently under contract for Phase 1 of integration of SDB II onto the F/A-18E/F using the JMM BRU and is in the fact-finding stages of its Phase 2 integration proposal for the F/A-18 E/F. A4: The contracts mentioned here are separate from this effort. THe Navy assumes the RMS and RIIS contracts are to provide data and analysis of the SDB II and JMM BRU to support the work that will be done on this contract. This effort is for subject matter expertise, data reduction and analysis capabilities related to F/A-18E/F aeromechanical integration. Q5: Is the "... no more than 1 page in length..." a critical requirement? Will potential vendor's responses be reviewed/considered should they exceed 1 page? May vendors submit a single page "abstract" with an associated documentation containing additional supporting information? A5: Please keep responses to 1 page in length. Q6: Please identify the "delivery schedule requirements". A6: The USN will require these services approximately from 2017 to 2021. Q7: Raytheon's F/A-18E/F Integration proposal (currently in the fact-finding stages) addresses this statement: "The Government is interested in receiving vendors' commercial published price lists for items they believe meet the need in this RFI. The Government is also interested in lead-time and current stock level." Will providing the RFP number and PCO information meet this requirement, or is a summary of this data required? A7: The Navy believes that there are no commercial items being sought with this RFI. We are seeking services, not items.
